BACKGROUND:
The Ogden Avenue and Washington Street water main improvements project involves pavement restoration subject to the City’s November 15 winter-weather road construction moratorium. Work on permanent patching was required to ensure safe conditions for winter traffic. When it became apparent that the required patching would not be completed in time, the City proceeded with measures to address the situation.
On December 5, 2025, the City engaged a third-party contractor, Builder’s Asphalt LLC, to perform the necessary patching to fully open Ogden Avenue and Washington Street for winter use, as asphalt availability was limited due to seasonal plant closures.
DISCUSSION:
The emergency procurement was approved by the City Manager on December 23, 2025, per Section 1-9B-4:6 Emergency Procurements, of the Naperville Procurement Code.
This procurement was essential to ensure all lanes of Ogden Avenue and Washington Street were open and safe for winter traffic, in alignment with City and Illinois Department of Transportation priorities for public safety. Given the seasonal constraints on asphalt and qualified contractors, prompt action was required to mitigate risks to motorists and maintain roadway functionality.
The work was performed by Builder’s Asphalt LLC for an amount not to exceed $450,000.

ROW Winterization at Ogden Avenue and Washington Street is expensed to the Infrastructure account listed below. The account included $6,000,000 for the completion of this project in 2025. The pavement patching can be accommodated within the approved budget.
