BACKGROUND:
The City Council awarded contract 23-016, 2023 Sanitary Sewer Lateral Lining and Vac-A-Tee Installation, to Performance Pipelining, Inc. on April 5, 2023, for a nine-month term from April 3, 2023, to December 31, 2023, with four one-year options to extend.
The City Council Awarded Option Year #1 on November 11,2023, for a one-year term from January 1, 2024, to December 31, 2024, with three one-year options to extend and Option Year #2 on February 4, 2025, for a one-year term from January 1, 2025, to December 31, 2025, with two one-year options to extend.
The purpose of this contract is to rehabilitate approximately 184 existing sanitary service laterals by installing a cured-in-place pipe (CIPP). The contract also includes the installation of approximately 164 Vac-A-Tees cleanouts in the Country Lakes subdivision to facilitate the installation of the lateral lining.
Lining service lateral has shown to be effective in reducing groundwater and rain-related infiltration and inflow. Excessive infiltration and inflow can take up the collection system's capacity, which may cause sanitary sewer overflows and basement sewer backups.
The Sanitary Sewer Service Lining and Vac-A-Tee program is part of the City’s IEPA required Ten-Year Wastewater Collection Rehabilitation Plan, and the IEPA required Ten-Year Infiltration and Inflow Reduction Plan to reduce wastewater backups during heavy rain events.
DISCUSSION:
Performance Pipelining, Inc. has performed well during the original contract terms and the first two option years and has requested no increase for the third option year. As such, staff recommends extending the contract for the third option year.
The term of the third option year is from the date of award to December 31, 2026, with one option year remaining. All work under this third option will be done in the Longwood and Country Lakes areas.

The requested award is expensed to the Infrastructure account listed below. The 2026 Budget has allocated $2,000,000 for this project as part of the Capital Improvement Program. The award amount, including contingency, is within budget.
