BACKGROUND:

In June 2022, Water Utilities issued Work Order 22-212 seeking to retain the services of a qualified consultant to provide design engineering services for the rehabilitation of the Springbrook Water Reclamation Center (SWRC) influent pump station and construction of a new South Plant force main.  CDM Smith, an approved shortlist vendor, was awarded the work order for these design engineering services.  As part of that award, the City retained the option to utilize the services of the successful vendor for future phases.

 

Due to CDM Smith’s performance in the design engineering phase, staff recommends the City exercise its ability to retain CDM Smith to provide construction engineering services for the construction phase of the project.

 

DISCUSSION:

CDM Smith will be providing the following construction engineering services:

                     Serving as the City’s Resident Project Representative

                     Construction observation and project administration

                     Monitoring of project schedule and cost

                     Liaison between City and the general contractor

 

Staff recommends retaining CDM Smith for the construction phase based on their satisfactory completion of the design phase, and to maintain project continuity and efficiency.  CDM Smith submitted a cost proposal for construction engineering services that includes a not-to-exceed fee of $223,200.

 

The term of the contract shall be concurrent with construction, which is anticipated to be completed by December 31, 2025.

Engineering services for the SWRC Influent Pump Station and South Plant Force Main Improvements are expensed to the Architect and Engineering Services account listed below. In 2024, the Water Utility included $397,610 in the budget for construction engineering related to WW046. The requested award can be accommodated within the budget.
