BACKGROUND:
Unit 310 was reviewed and approved by the Fleet Economic Committee and Fleet Services Manager for replacement in the FY2025 budget. Vehicles are scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a fire apparatus for replacement requires a score 28.0 or greater. Unit 310 scored 43.06.
DISCUSSION:
Unit 310 is a 2008 Spartan Gladiator rescue squad used by the Fire Department - Operations Division to respond to fire, medical, rescue & other emergency calls.
The retired vehicle will be retained as a reserve engine if needed when the new unit arrives in 2025, otherwise the unit will be sold at auction.
The unit will be replaced with a 2024 Pierce Velocity PUC heavy-duty rescue squad. Personnel will use the unit to respond to technical rescues, including vehicle extrications, confined-space, below-grade, and high-angle rescues. The unit is specified to transport the heavy tools and equipment are required for these operations.
The new vehicle is available on the HGACBuy Cooperative, an approved cooperative through MacQueen Emergency, Contract #FS12-19.
The City must order the unit by June 9, 2023 to avoid a model year change, delayed delivery to 2027, and a $70,000 price increase. MacQueen Emergency is holding a build slot for a short timeframe.
Using the City’s specifications, MacQueen Emergency has quoted the 2024 Pierce Velocity PUC heavy-duty rescue squad in the amount of $1,248,500; a cost breakdown is provided below.

Vehicle replacement costs for the Fire Department are expensed to the account number listed below. Unit 310 is scheduled to be received and paid for in 2025. The replacement cost of $1,248,500 will be included in the 2025 budget for Unit 310.
