BACKGROUND:

The Department of Public Works (DPW) is responsible for landscape maintenance, mowing and herbicide services of 175 City-owned sites totaling more than 500 acres. The City has intergovernmental agreements with DuPage County and the Illinois Department of Transportation to mow along certain state and county rights-of-way. The agreement with DuPage County provides for the City to mow county-owned properties and for the county to reimburse the City for these services. State of Illinois agreements do not provide for reimbursement.

 

On April 5, 2023, the City Council approved the award of Bid 23-042, Landscape Maintenance, Mowing and Herbicide Services, to Local Lawn Care & Landscaping, Ramiro Guzman Landscaping, Inc. and Groundworks Land Design. The contractors are required to provide basic mowing and herbicide services for medians, rights-of-way and parking lots to higher level landscaping needs for City buildings such as the Municipal Center. The contract was divided into eight quadrants/sites with a mowing schedule of 30 times per year, weather permitting. 

 

The term of the contract is two years from April 1, 2023, through December 31, 2024, with consideration for three additional one-year options to extend.

 

DISCUSSION:

Over the initial contract period, additional sites have been added to the contract that required mowing and herbicide services.  In addition, several landscape improvement projects were completed at various city buildings to improve the overall appearance of the landscaping.  DPW also received several requests for curbline herbicide services, and this work was added to this contract. 

 

This change order will cover the additional charges described above for 2024.

 

FISCAL IMPACT:

CIP: N/A

 

Landscape maintenance, mowing and herbicide is expensed to the Operational Service accounts below. A total of $842,000 was budgeted for landscape, mowing and herbicide services in 2024.  To date, the City has spent $773,246 on these services in 2024. The requested change order of $75,000 is within the budgeted amount for this expense and can be accommodated within the 2024 budget.
