BACKGROUND:

The Water Utilities operates an extensive network of water supply, wastewater collection, and stormwater pumping stations, as well as one of the largest wastewater treatment plants in Illinois. Each of these facilities contains a wide range of electrical equipment;  including switchgear, disconnects, and variable-frequency drives, supporting pumps, valves, monitoring systems, and treatment processes. Safe operation of this equipment is essential to providing reliable drinking water, maintaining effective wastewater conveyance and treatment, and protecting both workers and the environment.

 

Electrical one-line diagrams are essential for safely operating and maintaining large pump stations because they provide a clear, simplified representation of how power flows through the facility’s switchgear, disconnects, breakers, transformers, and motor-control equipment. Accurate one-line diagrams support troubleshooting, outage planning, equipment upgrades, and compliance with safety standards, helping protect personnel, maintain system reliability, and prevent service disruptions.

 

DISCUSSION:

A Managed System Studies Plan from Graybar/Schneider Electric provides the Water Utilities with a structured, proactive approach to maintaining electrical system safety, reliability, and compliance. This reduces the risk of electrical hazards, improves operational decision-making, and supports safe work practices across pump stations, treatment plants, and other high-energy environments.

 

Staff has identified an approved cooperative contract, Graybar Omnia Public Sector Contract EV 2370 and Schnider SQD & Services through Graybar for the procurement of the Managed System Studies Plan.

 

Term of the contract is five years, starting from date of award to December 31, 2031.

The Managed System Studies Plan is budgeted in the operational accounts listed below. A total of $175,000 is budgeted annually for the relevant pump station and electrical maintenance across these accounts. The requested award of $114,500 can be accommodated by the budget in 2026. Future years will be budgeted appropriately.
