BACKGROUND:

The City Council awarded RFQ 18-027, Architectural and Engineering Services, to Kluber Architects and Engineers and Legat Architects, Inc. on December 4, 2018, for a two-year term, with four one-year options to extend.

 

The City Council approved the first option year on October 20, 2020, and the second option year on November 16, 2021. The third option year was approved by the City Council on December 6, 2022, and the last option year was approved on November 7, 2023.

 

The purpose of this contract is to retain the services of a multi-disciplinary architectural and engineering (A&E) firm with expertise in general building, concrete, masonry, aggregate, steel, paving, mechanical, electrical, and specialty construction. The A&E consultant is responsible for the development, design, owner representation, bidding assistance, and project management of small to mid-size planned and ad-hoc projects for the City.

 

DISCUSSION:

This Change Order is requested to include A&E services for the plans and specifications to convert the bunk rooms at Fire Station #1 and #3 to dorm-style rooms to address inclusivity and privacy. The bunk room conversion is a planned capital improvement in the 2024 budget that includes a scope to redesign seven of the City’s 10 fire stations to dorm-style rooms over the next three years.

 

The proposals from Kluber Architects are $42,500 for Station 1 located at 964 E. Chicago Avenue and $42,500 for Station 3 located at 1803 N. Washington St.

 

FISCAL IMPACT:

CIP#: MB226 - Fire Station Living Quarters Renovation

 

Design services related to the multi-station renovations are expensed to the Architect and Engineering Services account listed below. The Fire Department included a total of $300,000 for design and engineering work related to MB226 in the 2024 budget. The change order is within the budget for this expense.
