BACKGROUND:
Unit 333 was reviewed and approved by the Fleet Services Manager for replacement in 2028. Vehicles are scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a vehicle for replacement requires a score of 28.0 or greater. Unit 333 scored 30.32. According to the department strategy to replace one ambulance per yet, the replacement of this unit was deferred to 2028.
DISCUSSION:
Unit 333 is a 2017 International Horton ambulance used by the Fire Department to provide patient care and transport 24 hours per day for medical emergency calls.
The unit is planned for replacement in 2028. Backlogged demand, delayed component availability, and other factors have rapidly filled ambulance build slots, significantly increasing order-to-delivery timeframes. Build slots for ambulances are two years out, and a purchase order is required to secure build slots and hold current pricing. The vendor has assured staff that delivery timeframes will remain as planned even if build capacity improves. This ensures the purchase can be appropriately budgeted for the 2028 fiscal year. The retired unit will either be traded in to Foster Coach for value to be determined towards the purchase of the new unit, or auctioned through the City’s auction service provider, whichever is deemed more cost-effective as delivery of the replacement unit nears.
Unit 333 will be replaced with a 2028 Horton ambulance on a Ford F550 chassis. The unit is specified to maintain fleet and operational consistency. The new unit is available on the Suburban Purchasing Cooperative (SPC), an approved cooperative, through Foster Coach Sales, Inc. Contract #214. Using the City’s specifications, Foster Coach Sales, Inc. has quoted the ambulance in the amount of $384,531. A cost breakdown is provided in the table below:

Vehicle replacements for the Fire Department are expensed to the Vehicles and Equipment account listed below. The unit will be received and paid for in 2028. Staff will include $384,531 for the replacement of Unit 333 in the CY2028 budget.
