BACKGROUND:
The Water Utilities' 2025 Capital Improvement Plan (CIP) includes rehabilitating approximately 32 manholes, 14,502 linear feet of sanitary main/trunk sewers, and 204 sewer service laterals. The primary focus of these projects is to reduce groundwater and surface water leakage into the system.
The sanitary sewer main lining program is part of the Water Utilities' Illinois Environmental Protection Agency (IEPA) permit that requires a capacity, management, operation, and maintenance (CMOM) plan and IEPA-required ten-year infiltration and inflow reduction program under Naperville's National Pollutant Discharge Elimination System permit.
Sanitary sewer lining is a major component of the City's strategy to reduce system leaks associated with stormwater infiltration through pipe cracks and fissures, which reduces sanitary system capacity during wet weather events. Lining the sewer provides seamless, leak-free pipes and maintains structural integrity for approximately 50 years. Reducing leaks and preserving system capacity also helps reduce the number and severity of sanitary sewer backups.
DISCUSSION:
In February 2025, the Water Utilities issued Bid 25-001, 2025, Small Diameter Main Line Rehabilitation Country Lakes Phase 1. This bid will rehabilitate 14,502 linear feet of eight-inch through 18-inch diameter sanitary sewer pipelines located in the Fairway of Country Lakes and Pebblewood subdivisions. The contractor will use no-dig lining technology to reduce costs and disruption to the community.
Due to the large amount of groundwater infiltration located where the service connection meets the sanitary main, this bid will also include chemical grouting of the first six feet of each service lateral connection to stop groundwater migration. Chemical grouting will prevent premature failure of the new liner thus eliminating the unnecessary cost of treating ground water at the Springbrook plant, increasing capacity of the sanitary sewer system, and preventing basement wastewater backups.

Staff recommends Visu-Sewer Clean and Seal, Inc. for the award as the lowest responsive and responsible bidder for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).
The Water Utilities has worked with this contractor in the past, and the work was satisfactory.
The term of this contract is from the date of the award to December 15, 2025.
FISCAL IMPACT:

The requested award will be expensed to the account number listed below. The 2025 budget includes $660,000 for this project. The award amount, including the contingency, exceeds the project budget by $287,329. Due to the large amount of groundwater infiltration discovered during inspections coming from the sanitary lateral connections at the sewer main, the original scope of work increased to include chemical grouting of all sanitary lateral connections. The shortfall can be accommodated by water main projects that were awarded well below budget.
