BACKGROUND:

The Water Utilities is responsible for the maintenance and repair of the water supply, water distribution and wastewater collection and treatment systems. This system includes 23 wastewater pump stations, seven backflow prevention stations, 18 water supply sites (including standby wells), Springbrook Water Reclamation Center, and the water distribution system.

 

Historically, Water Utilities has contracted a qualified vendor to furnish labor, tools, materials and equipment required to complete certain services and repairs, including the replacement of mechanical, pumping and piping systems. Also, to ensure projects are completed on schedule, the service agreement includes requirements for responding to routine and emergency calls.

 

DISCUSSION:

On March 23, 2026, the Water Utilities issued Bid 26-067, Pipefitting, Plumbing, and Mechanical Services, seeking qualified vendors to provide a full spectrum of services to maintain, repair and replace piping and pumping systems on the water supply, water distribution and wastewater collection and treatment systems.

Only one bid was received, which was most likely due to the specialized scope of work. The bid requires mechanical capabilities, certifications, and experience that only a small number of contractors in the region possess. This naturally reduces the pool of qualified bidders.

 

The Water Utilities has worked with Dahme Mechanical Industries, Inc. on many large and small mechanical projects. Staff recommends awarding the bid to Dahme Mechanical, Inc. as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified). 

 

The term of this contract is from the date of award to April 30, 2027, with six one-year options to extend.

 

FISCAL IMPACT:

CIP# WW034, WU038

 

Pipefitting, plumbing and mechanical services are expensed to the Infrastructure, Operational Services, and Equipment Maintenance accounts listed below. A total of $135,000 is budgeted for general operational services, while an additional $450.000 is budgeted for services related to capital programs WU038 and WW034. The requested award of $567,980 is in line with the budget.
