BACKGROUND:

The other related item on the City Council agenda is:

                     26-0403: Adopt the IDOT resolution in the amount of $5,227,451.56 to allow expenditure of State Motor Fuel Tax dollars to fund the 2026 Street Resurfacing Program - MFT (Item 2 of 2)

 

The Transportation, Engineering and Development Business Group (TED) issued Bid 26-006 seeking contractors to resurface approximately 11.14 miles of various local roadways. 

 

The City currently maintains approximately 475 centerline miles of road through the annual Street Maintenance Improvement Program (MIP). An important component of the MIP is the resurfacing program, which ensures that city streets remain in good condition for the movement of traffic while also protecting the integrity of the roadway base. When resurfacing is delayed, the roadway base begins to deteriorate prematurely, resulting in the need for costly and disruptive road reconstruction projects.

 

In 2026, state Motor Fuel Tax (MFT) funds will be used to complete this project.  It is anticipated that the City will also use local funds for a second street resurfacing program, which will soon be advertised for bid and will be completed later in the year. The expenditure of state MFT funds requires the approval and supervision of the Illinois Department of Transportation. Further, the corporate authorities of the municipality must adopt a resolution appropriating the MFT funds.

Although there was only one bidder, K-Five has a proven track record of completing street resurfacing projects for the City and has been the low bidder for the past several years. The engineer’s estimate was based on bid prices from the 2025 street resurfacing programs adjusted for inflation. The low bidder’s price for this program is consistent with the engineer’s estimate.

 

Staff recommends K-Five Construction Corporation for the award as the lowest responsive and responsible bidder for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).

 

The contract construction time is 105 calendar days with an anticipated completion date of August 14, 2026.
