BACKGROUND:

Environmental Systems Research Institute, Inc. (ESRI) is the largest provider of geographic information system (GIS) software, web GIS and geodatabase management applications. The City has been partnering with ESRI since 1994 to create, manage and analyze geographical information. The GIS database and software platform manages the City’s assets such as traffic signals, streetlights, pavement inventory and water and electric utility networks. The data is disseminated through web applications such as YourPlace, NaperView, and Cityworks. The GIS database and software platform capabilities are used by all departments and is centrally managed and supported by the GIS team in the Information Technology Department (IT-GIS).

 

The City has recently completed a three-year Advantage Program (AP) with ESRI to migrate geometric data and implement the water, sewer, and stormwater utility network.

 

DISCUSSION:

The IT Department has a number of projects over the next year that will require additional technical assistance from ESRI. IT-GIS staff have identified the ESRI AP to provide this assistance for the following projects:

 

                     Define and execute a comprehensive software and administration training plan for the Electric Utility to support and supplement the migration to the new ESRI Platform and implementation of the utility network.

                     Provide post-production GIS support for the water, sewer, and stormwater utility network, including mobile workflow management and inspections for field work.

                     Provide strategic planning and premium technical support for the GIS Enterprise upgrade that includes updating software on 17 servers that directly support other critical City enterprise systems, such as Tyler EPL, IrthNet/JULIE, and Cityworks asset management.

 

IT staff has identified an approved cooperative contract through the State of Illinois Contract CMT4185526 for the procurement of the implementation and support services provided by ESRI.

 

The term of the contract will be from February 28, 2026, through February 27, 2027.

ESRI Advantage Program will be expensed to the Other Professional Service account listed below. $120,000 has been budgeted for this service in the 2026 Budget. The requested award amount of $119,400 is within budget for 2026.
