BACKGROUND:

The Police Department (PD) uses audio and video technology to record interviews for court prosecutions. The PD has six interview rooms throughout the building (two in the front lobby, two in investigations and two in the detention center) that require this technology. The previous system reached end of life and was approved for replacement in 2020 with City Manager Award 20-168.  

 

All interview rooms are currently on the Genetec platform that was purchased in July 2020.  Since the installation of the Genetec equipment there have been over 100 reported issues with audio and video cutting out during interviews.  Staff worked with Pace, the installation company for Genetec, for approximately one year to resolve the issues.  Pace eventually contacted Genetec after they were unable to identify the source of the issues.  Approximately a year and a half after installation, Genetec personnel came on site to examine the system and were able to identify a coding issue causing the problems.  However, to date, the issues have not been corrected.

 

Poor customer service by Genetec and unresolved issues have resulted in the need to purchase a new system.

 

DISCUSSION:

The purchase of the Axon Interview system will allow the PD to capture quality video of victims, witnesses, and suspects in order to provide critical defensible evidence for prosecutions.  The video can be tagged with descriptive metadata and automatically transferred to Evidence.com.  Evidence.com is currently used by the PD for all new body camera evidence.

 

Axon has world-class security and capacity to support large agencies.  All data is encrypted and the system includes automated audit trail capabilities for tracking chain of custody.  Most importantly, this system ensures that completed interviews are securely stored and managed alongside all other types of digital evidence at the PD.  All interview metadata is retained on the Evidence.com platform for efficient search and retrieval. The ability to have digital evidence from the beginning of a case to the end stored in one platform will not only save time but also improve department functionality. 

 

Staff has identified an approved cooperative contract, Sourcewell contract number 010720-AXN through Axon Enterprises for this procurement.

 

The term of the contract is from October 15, 2022 to Novermber 14, 2027.

The initial costs of the Interview Room Audio/Video System will be expensed to the account number listed below within the Federal Drug Forfeiture Fund. A total of $100,000 is budgeted in the fund for 2022. The remaining years will be budgeted as an operating expense within the General Fund.
