BACKGROUND:

Water Utilities - Northeast Waterworks (NEWW) / Pressure Adjusting Station 15D (PAS 15D) Standpipe located at 1593 Naperville-Wheaton Road, Naperville Illinois houses a Water Supply Pumping Station, Pressure Adjusting Station (PAS-15D), Emergency power generation, Emergency Back-up Well 24, and a 2.0 Million Gallon Standpipe. Water Utilities recently decommissioned the NEWW Emergency Power Generator, removed it from inside of the Pump House, and installed its replacement outside of the facility. Removal of the old Generator did not include roof repairs that are needed to remove the old Generator’s exhaust stack and fresh air louvers. The stack and louvers need to be removed and their cavities, in the roof, repaired to seal for security and protect from rain, snow cold. Blistering in the roof will also be corrected at this time.

 

DISCUSSION:

Water Utilities has determined that Garland/DBS, Inc. is best suited to repair this roof, at NEWW, to secure and protect from elements. Garland/DBS, Inc. provided according with pricing established under a Master Intergovernmental Cooperative Purchasing Agreement (MICPA # PW1925) with Racine County, WI and OMNIA Partners, Public Sector (U.S. Communities). Garland/DBS, Inc. administered a competitive process to obtain quotes for the project. If Garland/DBS, Inc. is not awarded this work NEWW would remain unsecure and vulnerable to environmental conditions and Water Utilities will need to proceed with a formal bid process to accomplish this work. Due to complications with work needed to the front of the Pump House building that portion of repairs have been withdrawn from this project and will be completed separately. Through selected Sub-Contractor, G.E. Riddiford, Garland/DBS, Inc. will complete this work for $40,233. Garland/DBS, Inc. will provide materials and labor to repair this roof. This purchase of materials and installation services is based upon Proposal #: 25-IL-231043 through Garland/DBS, Inc. OMNIA Partners, Public Sector (U.S. Communities) Master Intergovernmental Cooperative Purchasing Agreement (MICPA # PW1925).

 

Term of contract is from date of award until final completion date of 12/31/2023, and contract closeout date of 2/15/2024.

 

FISCAL IMPACT:

CIP: WU038
Repairs/ Improvement to the NEWW station is expensed to the account number listed below as part of the Capital improvement program. A total of $485,000 is included in the 2023 budget for miscellaneous repair, replacement, and improvements to the Waterworks facilities; of which $310,885 has been expended. The requested award, including the contingency amount is within the budget.
