BACKGROUND:

As a nationally accredited outdoor history museum Naper Settlement (NS) maintains an ongoing commitment to high-quality collection, preservation, and display of historical objects and buildings for the community through careful selection of maintenance services and programs. The Buildings & Grounds Department at Naper Settlement is responsible for maintaining all buildings within the Settlement property, as well as the Collections Care Artifact Storage Facility located at Fort Hill Drive. The B&G Department forecasted and budgeted this Paw Paw Post Office cyclical exterior painting project for mid-late June 2023. Preserving this building’s exterior is essential for meeting the department’s mission of maintaining the institutions’ historic assets. This project work will incorporate minor repairs to siding, porch lattice work, caulking, sanding, scraping, priming, and painting of the entire building, including the porches, ceiling, railing, stairs, and the ADA ramp on the south side of the structure.  

 

DISCUSSION:

Robe, Inc. performed well as the JOC provider for Naper Settlement’s JOC awarded projects during the City’s original two-year term. First quarter 2023 Naper Settlement was not seeing positive preliminary interest from potential paint vendors, new or previously used in past projects. Many outside vendors indicated they were scheduled full already but might have availability closer to late fall which goes past the Buildings & Grounds scheduled timeframe. Implementing the project during the early summer significantly lessens negative impact to scheduled school tours. The heavy later summer event & rental season, and fall painting, would be challenging with the return of the large scheduled school tours and inclement weather.

 

B&G determined in order to complete this planned painting project by end of June 2023 and on time JOC would be contacted and a quote requested. JOC is identified as an applicable lowest quote vendor who has historic building painting experience, is available to complete the project within the B&G timeframe, and came in lower than B&G budgeted thus saving funds which can now be repurposed for other B&G operations maintenances. JOC Procurement NS-002-CY23.A is the JOC quote number for this planned maintenance.  

 

Naper Settlement Buildings & Grounds recommends the JOC contractor Robe Inc. complete the necessary exterior painting of the historic Paw Paw Post Office. The anticipated work start covers June 26, 2023 with an anticipated completion date of July 31, 2023 as planned & directed by the B&G Department.
