BACKGROUND:

The Northeast Waterworks standpipe was originally constructed in 1966. The pump station and generator room were constructed in 1982. The PAS 15 water connection, chlorine system and SCADA were constructed in 1991. Because the different systems in this station were built over various decades, system integration has always been an issue. In addition, many of the station assets, such as the generator, are in poor condition and experience decreased reliability. Also, the station’s chlorine system requires replacement and installation of a chlorine scrubber to meet current regulations.

 

In December 2021, the Water Utilities issued Bid 22-030, Northeast Waterworks Phase 1 Improvements. The project includes replacement of the existing standby generator, automatic transfer switch and associated electrical and SCADA work. It also includes replacing the existing chlorination equipment and control system, improvements to the chlorine room, chlorine scrubber and installation of one additional chlorine booster pump and associated piping.

Following the bid opening, Volt Electric Inc. was determined to be non-responsive due to a mathematical error.

 

The completion date of this project is December 15, 2022.

Water Supply projects are expensed to the infrastructure account listed below, as part of the capital improvement program. A total of $3,090,000 is budgeted in WU007 in 2022.  The requested award is within budget.
