BACKGROUND:

In 2016, the Water Utilities issued RFP 16-339 seeking the services of an engineering firm to provide preliminary engineering services to protect and preserve the long-term integrity of the South-Central Interceptor sewer located along the east bank of the DuPage River West Branch. As part of the RFP, the City included the option to utilize the services of the successful firm for future phases. Strand Associates (Strand) was awarded the contract for preliminary engineering services, which was completed in May 2017.

 

Due to the successful execution of the preliminary engineering phase, the City exercised its right to retain Strand for two additional phases of the project:

 

                     Procurement 17-129: Design Engineering Services

                     Procurement 20-549: Construction Engineering Services (Stage 1)

 

DISCUSSION:

Due to the quality of engineering services provided during Stage 1 of construction, staff recommends the City again exercise its right to retain the services of Strand for Stage 2 of construction.

 

A significant component of the overall project is the DuPage County (County) stormwater permit.  Strand managed the entire permitting process and has the exhaustive knowledge needed to ensure a successful project and permit closeout.  For both Stage 1 and Stage 2, the permit requires a 5-year restoration monitoring period that involves yearly inspections with the County.  This award recommendation includes the work necessary to follow through on these inspections and submit the necessary reports and documentation to the County, so all permitting requirements are met.  As a note, Strand’s scope of services for Stage 1 only included two years of monitoring, so this award applies to the last three years of required monitoring for Stage 1.

 

In summary, this procurement includes the following engineering services:

 

                     Onsite construction inspection and oversight

                     Review of Contractor shop drawings and submittals

                     Attendance at monthly progress meetings

                     Review of change order requests and pay estimates

                     Development of record drawings

                     Providing reports of wetland and planting restoration to DuPage County

                     Postconstruction Restoration Monitoring Services

o                     Project Stage 2: Five years total

 

FISCAL IMPACT:

Construction for the referenced project is expensed to Infrastructure account listed below as part of the capital improvement program. The requested award exceeds the budgeted amount for this project but is accommodated through other Capital Improvements which are currently deferred.
