BACKGROUND:
A Facilities Plan for the Springbrook Water Reclamation Center was completed in 2022 that identified a long-term strategy to be in compliance with the City’s National Pollutant Discharge Elimination System (NPDES) permit as well as any anticipated future regulations, particularly related to nutrient removal.
One need identified in the Facilities Plan was for an additional biosolids holding tank. This tank would increase storage capacity, meet future treatment requirements, and provide operational flexibility.
In 2022, a Request for Qualifications (RFQ 22-109) for Springbrook Water Reclamation Center (SWRC) consulting engineering services was completed. The following four consultants were shortlisted for a three-year term:
1. Black & Veatch Corporation
2. Carollo Engineers
3. CDM Smith
4. Donohue & Associates
In December 2023, the City issued RFQ 22-109 WO#1, Springbrook Water Reclamation Center Biosolids Holding Tank Phase II Engineering Services, to select one of the shortlisted consultants for this project. This project involves design engineering, permitting and bid phase services for the installation of a new 500,000-gallon biosolids holding tank and associated conveyance systems.
The new biosolid holding tank will be adjacent to the existing biosolid holding tank, which was installed in 2016. The proposed biosolid tank shall replicate the existing tank. Since the scope of work is relatively simple, all shortlisted firms are qualified to perform the service. Therefore, this Work Order is based on price selection.

Since Donohue & Associates, Inc designed the existing biosolids tank, and the proposed tank is a replica of the existing tank, they have advantages in being familiar with the engineering design and construction process, potentially making them more efficient. Therefore, the other three firms decided not to bid after attending the pre-bid meeting, as they did anticipate being able to compete on price.
Donohue & Associates, Inc. has submitted a proposal of $183,410. Staff estimated costs between $150,000 and $200,000. Since the proposed price falls within the estimate, and Donohue & Associates, Inc. is capable of completing this project, staff recommends awarding this project to Donohue & Associates, Inc.
The term of this contract is from date of Award to April 30, 2026.
FISCAL IMPACT:
CIP#: WW042 - SWRC Biosolids Holding Tank - Phase II
Cost for Phase II of the SWRC Biosolids Holding Tank is approved for a total of $150,000, as part of the Water Capital Improvement Program. The requested award, including the contingency balance, exceeds the budget for this phase of this project; however, it is anticipated that the excess can be accommodated within the budget as the overall approved amount for the project (including construction) is $1.65M over a 2-year term. Staff will monitor expenses to ensure compliance with budgetary guidelines.
