DEPARTMENT:                     Water Utilities

SUBMITTED BY:                     Darrell Blenniss, Director

BACKGROUND:

In May 2022, Water Utilities issued RFP 22-144 seeking to retain the services of a qualified and experienced consultant to prepare construction documents for a water main replacement project on 11th Avenue between Washington Street and Columbia Street.  RFP 22-144 was issued to the consultants on the Water Utilities engineering services shortlist (details below).

The overall goal of the procurement is to replace approximately 2,600 feet of aging and deficient water main installed in the 1950s and 1960s, substantially upgrading drinking water safety and the operational efficiency of the Water Utility.  Work includes replacement of water services, fire hydrants, and valve vaults.

In 2022, Water Utilities completed a Request for Qualifications (RFQ 22-067) for water main and sanitary sewer projects.  Five consultants were short-listed as a result of this process.  The selected consultants may be retained for similar projects in 2023, 2024, and 2025.  The consultants are:

                     Baxter and Woodman

                     Ciorba Group

Civil and Environmental Consultants

Crawford, Murphy & Tilly

Fehr Graham

                     Baxter and Woodman

                     Ciorba Group

                     Civil and Environmental Consultants

                     Fehr Graham

A selection team comprised of staff from Water Utilities evaluated the proposals, which were scored based upon the criteria set forth in the RFP:

1.                     Capability, Capacity and Qualifications of the Firm (35%)

2.                     Suitability and Quality of the Approach (45%)

3.                     Milestones and Deliverables (20%)

After reviewing and scoring proposals, the selection committee recommended Ciorba Group for the consultant engineering design work.  Water Utilities is very familiar with each shortlisted consulting firm due to past City projects.  Ciorba Group’s experience, proposed team, design fee, and schedule demonstrating on-time completion contributed to their selection and recommendation for award.
