BACKGROUND:

The Department of Public Works - Fleet Services Division is responsible for the maintenance and repair of the City’s fleet of vehicles and off-road heavy equipment. When those repairs cannot be done in-house, the vehicles are taken to an outside vendor. In January 2021, the Council awarded contracts for these services. The final option year for those contracts ends December 31, 2025.

 

In September 2025, Fleet Services issued Bid 25-273, Medium-Heavy Duty Truck and Off-Road Equipment Repairs, to procure these services moving forward.

The bid quantities are estimates and serve to establish labor rates and parts markup for two categories of vehicles and equipment repairs. Bid respondents could bid on either one or both categories, with each category being awarded to the lowest, responsible, and responsive bidder. Staff recommends awarding both Category 1 and Category 2 to D&A Powertrain Corp., Inc. (DBA Aurora Truck Center) as they are the lowest responsible and responsive bidder for both categories. Cummins Inc. is deemed non-responsive, as the bidder indicated they will only provide service for units with Cummins engines. Aurora Truck Center is the incumbent contract holder for the Medium-Heavy Duty Truck Repair Contract, and staff is confident the vendor can satisfactorily fulfill the obligations of the contract.

 

The term of this contract is two years from January 1, 2026, to December 31, 2027, with three one-year options to extend.

Medium-Heavy Duty Truck and Off-Road Equipment Repairs service and parts are expensed to the Equipment Maintenance and Parts accounts listed below. Staff is currently developing the 2026 budget and will ensure that sufficient funding is included to support this award in 2026 and 2027.
