BACKGROUND:

Columbia Street, from Monticello Drive to Plank Road, is designated as a collector street with a speed limit of 30 mph.  It is currently a two-lane road with no median, and there are sections of the street with no curb and gutter or lighting.  The street is also prone to localized flooding due to the existing undersized storm sewer network.  This negatively affects the properties along Columbia Street, 8th Avenue, and Windham Lane. 

 

In April 2021, the City issued Work Order 17-122-TED-2101 to design the necessary improvements to bring Columbia Street up to City collector standards, improve road safety by installing street lights, and improve drainage with better storm sewers.  After discussion with the Electric and Water/Wastewater Utilities, it was decided to add installation of a new water main and electric duct bank as part of this project.

 

In October 2023, the Transportation, Engineering and Development (TED) Business Group issued Bid 23-274, Columbia Street Roadway Widening, to reconstruct Columbia Street from north of Plank Road to Monticello Drive, construct water main between Plank Road and Ogden Avenue, and make other utility improvements.

Construction is expected to start after 4/1/2024.  The construction completion date of this project is 10/31/2024, and the contract expiration date is 2/29/2025.

 

 

FISCAL IMPACT:

Construction work related to the Columbia Street Roadway Widening project is expensed to the Infrastructure accounts listed below. In 2024, a total of $4,456,000 was budgeted for SC019 (Columbia Street Upgrade), of this amount, $4,056,000 was budgeted for construction work and additional $400,000 was budgeted for engineering. Although the work is planned to be completed in 2024, it is likely the full construction expense will not be realized until 2025 which has an additional $825,000 planned for expenses related to SC019. The requested award can be accommodated within the total project budget.
