BACKGROUND:
The City operates a fleet of approximately 40 Navistar vehicles such as aerial bucket trucks, plow trucks and ambulances. The Department of Public Works - Fleet Services Division is responsible for maintaining and servicing those vehicles. Navistar OEM parts are required for some repairs completed in-house. When the repairs cannot be done in-house, the vehicles are taken to a vendor for warranty repairs and service.
DISCUSSION:
Due to warranty constraints and the proprietary nature of Navistar vehicles, certified service and warranty repairs must be performed by an authorized dealership. The original equipment manufacturer, Navistar International, has designated Rush Truck Centers as the local authorized dealership for certified parts, service and warranty repairs in the Chicagoland area. A Sole Source letter from Navistar International is attached.
Rush Truck Centers has four locations under the same ownership that are covered by the agreement with Navistar International: Carol Stream, Chicago, Huntley, and Joliet. Fleet Services balances City operational need, coordinating with Rush Truck Center service locations based on technician qualifications, authorization to repair other manufacturers’ components on the same unit, warranty requirements, and customer support to minimize operational impact when units require service.
This Sole Source is requested for a one-year term from January 1, 2024 to December 31, 2024 for the purchase of Navistar certified parts, service, and warranty repairs.

Navistar Parts & Service is expensed to the Equipment Parts & Maintenance accounts listed below. At total of $1,615,300 has been budgeted for equipment parts & maintenance in 2024. The requested award is within the amount budgeted for this expense.
