BACKGROUND:

The Electric Utility (Utility) has standardized on installing S&C Distribution Automation (DA) switchgear at various points on the electric system.  DA provides automatic feeder reconfiguration after a power line disturbance has occurred by means of isolating the faulted section of the feeder. DA is critical to the Utility’s operation because it reduces downtime and minimizes the number of affected customers during a power failure and continues to be deployed on all major feeders. In 2020, over 9,000 minutes of customer outage time was avoided using this technology. Automatic reconfiguration reduces downtime and minimizes the number of affected customers during a power failure.

 

In August 2021, the Utility issued Bid 21-307, Distributed Automation Switches, to contract with an authorized vendor to provide and deliver four S&C DA Remote Supervisory PME-9, 14.4Kv, 600A switchgear and two S&C Distributed Remote Supervisory PME-11, 14,4Kv, 600A Switchgear to Naperville Electric Utility for use in locations on Warrenville Road.

 

The Utility is recommending expanding the existing DA and providing feeder protection to Naperville Commons, Danada Woods, and the businesses serviced in this area.

DA Switches are expensed to the Infrastructure account listed below.  This is related to EU049, Distribution Automation, of which $575,000 was budgeted for in 2021.  Due to the extended lead time, it is anticipated that the purchase will not be finalized until 2022; therefore, funds will be included in the 2022 budget currently being developed.
