BACKGROUND:

On June 18, 2024, the City Council approved the 2024-2026 Priorities Plan which outlined the five priority areas below for the City to focus on over the next three to five years.

3.                     Economy

4.                     Mobility

5.                     Natural Environment/Community Design

 

These areas and the associated goals were determined through the statistically significant community survey completed in 2023 and input from City leadership. 

 

For each year of the plan, staff will provide formal updates to the City Council in May and October.

 

DISCUSSION:

To provide the appropriate level of detail for each priority, staff will present on activities and goals of the Utilities and Natural Environment/Community Design priorities at the October 15 City Council meeting. The focus of the May 2025 presentation will be on Safety, Economy and Mobility but a brief update on these priorities is shown in the table below.

The City has engaged with DuPage Mayors and Managers Conference and our legislators on transit reform, including hosting the Senate Transportation Committee meeting for DuPage County in August. The City’s consultant for the Road Improvement Plan is collecting the extensive data required to establish the baseline performance of the roadway network.  Initial Transportation Advisory Board and public engagement will take place in the first quarter of 2025. Consultant selection for the update to Bicycle and Pedestrian Plan will take place during the last quarter of 2024 and first quarter of 2025. 

Economy

The I-88 Committee of the Naperville Development Partnership selected AECOM as the consultant to provide an economic development strategy for the I-88 corridor (strategy completion February 2025).   Harvard-Bloomberg Philanthropies will provide consulting assistance on the I-88 project over the next year, focusing on the use of data to guide the development plan. Anticipating known revenue changes, and evaluation of revenue diversification has begun as part of the 2025 budget.  

Safety

Scope and action items for recruitment/marketing and hiring requirements for entry positions are being developed and staff is reviewing BOFPC Rules & Regulations. Currently identifying all resources associated with the Naperville EMA, the life span of the resources, and the means to replace and allocate needs for the future. Seasonal topics are being leveraged for public safety education and rotating this proportionally to all areas of the city, utilizing northeast, northwest, central, southeast, and southwest sectors of Naperville.

Provide infrastructure, electric service and water/wastewater services that are reliable and safe.

Overview

In order to ensure the reliable delivery of power beyond 2035, the Electric Utility will publicly evaluate the City’s options to procure energy and associated services.

The City is issuing an RFP for an energy management consultant who will provide options to fulfill energy and ancillary energy services requirements beyond 2035.  Options will include costs, benefits and risk assessment.  Contract award is anticipated in the 4th quarter of 2024.

 

 

 

In order to protect the health and welfare of customers and meet regulatory requirements, the Water Utilities will compete upgrades and expansion of the Springbrook Water Reclamation Facility and lead service line removals by 2030.On trackLead service lines continue to be replaced via watermain replacement and lead service line replacement capital project  (281 lines remain). UV Disinfection project is substantially complete, and South Plant Grit/RAS project is out for bid. $1.05M federal appropriation For Springbrook is included within current draft federal budget.

 

 

In order to preserve water resources and mitigate unnecessary rate increases, the Water Utilities will work to reduce non-revenue water by 2.5% of purchased water by December 2027.

Installing over 300 acoustic sounding devices to allow for the pro-active detection of leaks.  Installed 300+ pressure monitoring meters to support leak detection. Three miles of water main replaced Second acoustic leak detection survey of the year underway.  First survey found 56 leaks and repairs resulted in $500k annual savings.

Ensure a well-designed community that values the natural environment.

Overview

In order to maintain the Riverwalk’s cultural, environmental and economic impact, the City and its community partners will implement the Riverwalk 2031 Master Plan.

On track

Completion of Prairie Nature Garden Eagle Street Gateway project out for bid for Spring 2025 construction. 430 S. Washington Street Park construction planned late 2025 into 2026. South extension to Martin Avenue is in design with construction planned in 2026.

In order to improve water quality and develop sustainable green infrastructure, the City will establish and measure the impacts of the Native Vegetation Management Program through 2028.

Evaluation, clearing, weed control, native plant and seed installation and controlled burning required on all sites (seven sites covering 23 acres). Long term maintenance planning and educational signage underway. Thirteen new sites being considered.

In order to further engage the community in preserving the environment, the City will increase the marketing of opportunities for residents and businesses to actively participate in conservation and environmental sustainability initiatives.

Greenhouse gas inventory nearing completion. Pilot compost program began 10/7/24. Continue to promote partnership with Conservation Foundation for assistance with residential natural landscaping.

 

FISCAL IMPACT:

Costs will be project specific and included within current and future budget recommendations.
