BACKGROUND:
The City of Naperville completed a Facilities Plan for Springbrook Water Reclamation Center (SWRC) in 2021. The Facilities Plan supports the City’s Utilities priority of protecting the health and welfare of our customers and meeting regulatory requirements.
Specifically, the Facilities Plan identified a long-term strategy to plan improvements at SWRC to comply with the City’s National Pollutant Discharge Elimination System (NPDES) permit. It also anticipates future regulations, particularly related to nutrient removal and the South Plant return activated sludge (RAS) and grit improvements were identified as a key project in the plan.
In September 2024, the Water Utilities issued Bid #24-161, South Plant RAS and Grit Improvements. The construction work includes replacing the existing aerated grit system with an improved grit removal system and increasing RAS pumping capacity to accommodate future flows, nutrient removal and Side-Stream Enhanced Biological Phosphorus Removal (S2EBPR).

Vissering Construction Company submitted the lowest bid for the project, $14,077,000. Staff believe the low bid is reasonable for the specified work. Vissering Construction Company has extensive experience constructing similar projects, and staff received positive feedback from clients during reference checks. Staff is confident in Vissering’s ability to perform the work as specified.
The substantial completion date for this project is November 16, 2026.
The term of the contract is from the date of the award to March 31, 2027.
FISCAL IMPACT:
CIP #: WW048 - SWRC South Plant RAS/Grit Improvements
Construction of the RAS and grit improvements at SWRC is budgeted as part of the Water Utilities capital improvement program. The 2025 - 2029 CIP includes $11.08 million for the construction of these improvements. The requested award exceeds the amount included in the CIP by $3.00 million. That additional amount will be accommodated by savings in other projects, including two 2025 water main projects that received bids well below budget. The 2025 budget includes $5.54 million for this project, with the balance to be budgeted in 2026.
The RAS and grit improvements are part of a multi-year plan to improve SWRC. This project will be funded by various sources, including water and wastewater charges, general obligation bonds, and phosphorus removal funds. The City of Warrenville will also contribute an estimated 7.5% proportionate share of project costs.
