BACKGROUND:

Schweitzer Engineering Labs, Inc. (SEL) designs, manufactures, and supports products that the Electric Utility (“Utility”) uses in electrical substation and distribution applications such as SEL meters, relays, fault indicators, communications and RTU equipment for protection and control of Utility assets.

 

The Utility currently has several thousand fault indicators installed in transformers that are used by field personnel to identify the location of faulted cable during an outage event, reducing the time customers are without power. This procurement also supports the Electric Utility’s on-going project of removing electromechanical relays (1980’s technology) at 16 substations throughout the city. These relays provide protection to substation equipment from faults and upgrading to digital relays provides improved protection of high value equipment.

 

The City Council awarded Contract 22-303 to A Star Electric Inc. with a completion date of December 31, 2022 for the purchase of fault indicators and equipment upgrades of relays, meters, remote terminal units and communication equipment. The original request anticipated the purchases for the next 12 months to supply work crews and maintain inventory.

 

DISCUSSION:

This change order is requested to extend the original term of the contract through December 31, 2023 in order to include anticipated 2023 equipment needs.

 

FISCAL IMPACT:

CIP#: N/A

 

SEL equipment is expensed to the below Operating Supplies account. A total of $6,000,000 is budgeted in this account in 2023, there are sufficient funds to cover the cost of this award.
