BACKGROUND:

The South Operation Center is located at 1800 S Washington Street.  This lift station is the largest in the city and serves over half of the sanitary flow. This station was last renovated in 2011. It originally included one 56 HP dry pit pump, two 140 HP dry pit pumps, two 98 HP dry pit pumps, and two channel grinders. Since then, one of the original pumps has failed beyond repair and has been replaced with a temporary rental pump. Currently, three pumps in the lift station and one channel grinder are reaching the end of their service life and replacement is required. 

 

In May 2023, the Water Utilities issued Bid 23-077, South Operation Center Pump 1, 4, and 5 Replacement.  The rehabilitation work for this site includes the replacement of three existing dry pit pumps, one channel grinder in the wet well, lighting, and cleaning of the wet well; installation of VFDs for new pumps, and upgrades to the existing SCADA system.  Work also includes the installation of associated conduits wires and concrete pads for new pumps.

The City has received four completed bids, and Helm Mechanical/Helm Service is the low bidder. They have a lot of similar experience in pump station construction. Staff checked Helm Mechanical/Helm Service's reference projects with their municipal clients and received positive feedback. Therefore, staff recommends awarding this project to Helm Mechanical/Helm Service.

This is a planned 2023 CIP, however, due to ongoing supply chain issues, staff anticipates the project to be completed in 2024.

 

 

FISCAL IMPACT:

CIP # WW055 - South Operations Center Pump Replacement

 

Replacement of pumps at the South Operations Center is expensed to the account number listed below as part of the Water Capital Program. The requested award including the contingency amounts exceeds the budget for this project by $122,900 in the current fiscal year. Staff will budget the remaining balance of the project costs during the upcoming budget process.
