Staff presented the major updates and proposed amendments to the 2024 International Mechanical Code and 2024 International Fuel Gas to the Building Review Board (BRB) at their April 16, 2025 meeting and the 2023 National Electrical Code, 2024 International Swimming Pool and Spa Code and 2024 International Plumbing Code at the August 20, 2025 BRB meeting. There were no major questions or concerns by the board members or the public regarding these codes.

Title 5 of the Naperville Municipal Code outlines the City’s building regulations. Every six years or as required, the City adopts the then current applicable state, national and/or international building codes with or without local amendments.
Following the discussion at the August 20, 2025 BRB meeting, staff identified the six building codes included in this agenda item as being ready to submit to BRB for a recommendation to City Council.
DISCUSSION:
Significant Changes and Amendments
A complete matrix highlighting the significant changes identified for each code section is attached. Within the attached table, an analysis is included for each code change, including whether the change is more or less restrictive, as well as the potential impact on cost and safety.
Where reasonable and consistent with City policies, staff recommends the adoption of the ICC set of codes as presented. However, there are items that do not meet these criteria and are therefore proposed as a local amendment. The significant changes and proposed local amendments for each code are highlighted in the sections below.
2023 National Electrical Code (NEC)
Staff identified 31 significant changes: Items 69 - 99 in the attached matrix. However, no new amendments have been identified to adopt the 2023 NEC.
There are several current amendments to the NEC include limiting Arc-Fault Circuit Interrupter usage, prohibiting non-metallic wiring methods and eliminating the requirement for tamper-resistant receptacles in dwelling units.
Staff recommends BRB recommend City Council adopt the 2023 NEC without new amendments and keep the existing amendments.
2024 International Fuel Gas Code (IFGC)
Staff identified four significant changes: Items 125 - 128 in the attached matrix. However, no new amendments have been identified to adopt the 2024 IFGC.
Current amendments to the IFGC are administrative only and include naming the city of Naperville as the “Jurisdiction” and establishing penalties for violations and stop work orders.
Staff recommends BRB recommend City Council adopt the 2024 IFGC without new amendments and keep the existing amendments.
2024 International Mechanical Code (IMC)
Staff identified 25 significant changes: Items 100 - 124 in the attached matrix. However, no new amendments have been identified to adopt the 2024 IMC.
Current amendments to the IMC are administrative only and include naming the city of Naperville as the “Jurisdiction” and establishing penalties for violations and stop work orders.
Staff recommends BRB recommend City Council adopt the 2024 IMC without new amendments and keep the existing amendments.
2024 International Swimming Pool and Spa Code (ISPSC)
Staff identified five significant changes: Items 150 - 154 in the attached matrix. However, no new amendments have been identified to adopt the 2023 NEC.
Current amendments to the ISPSC include limiting the time of permit application and building permits to 180 days. Most importantly, a current amendment exists which establishes a more restrictive pool barrier requirement by removing exceptions to this section.
Staff recommends BRB recommend City Council adopt the 2024 ISPSC without new amendments and keep the existing amendments.
2024 International Property Maintenance Code (IPMC)
Staff identified one significant change: Item 155 in the attached matrix and recommends addressing the change with an amendment.
Staff recommends deleting Exception #2 to Section 303.2 Enclosures of the 2024 IPMC. This exception is a mirror image of Section 305.1 of the International Swimming Pool and Spa Code, which does not require a typical pool barrier such as a fence when the inground pool is equipped with a powered safety cover.
The City of Naperville currently has amended this section of the ISPSC to read: “305.1 (Barrier Requirements) General Change to read: The provisions of this section shall apply to the design of barriers for all aquatic vessels. These design controls are intended to provide protection against the potential drowning and near drowning by restricting access to such vessels. These requirements provide an integrated level of protection against potential drowning through the use of physical barriers and warning devices.
Barrier exceptions.
Spas or hot tubs with a lockable safety cover which complies with ASTM F 1346.”

In summary, the ISPSC amendment provides a single exception for spas and hot tubs with lockable safety covers that comply with ASTM F 1346 and removes the exception for inground swimming pools.
The same effect would be accomplished by deleting Exception #2 to section 303.2 of the 2024 IPMC as stated previously.
Staff recommends BRB recommend City Council adopt the 2024 IPMC with the proposed amendment to Section 303.2 Exception #2 and keep the existing amendments.
2024 International Plumbing Code (IPC)
The City of Naperville defers to the International Plumbing Code only when the 2014 Illinois Plumbing Code does not address the topic. Staff identified eight significant changes to the 2024 IPC: Items 129 - 136 in the attached matrix and recommends addressing some of the changes with amendments.
Section 403, Minimum Plumbing Facilities: Delete in its entirety.
Section 717.3, Pre-installation requirements: Add the underlined text.
Prior to commencement of the relining installation, the existing piping sections to be relined shall be descaled and cleaned as per the lining manufacturer’s recommendations. After the cleaning process has occurred and water has been flushed through the system, the piping shall be inspected internally by a recorded video camera survey. The code official is to be notified before descaling and cleaning occur and is required to be on site for internal recording video camera survey.
Section 717.3.1, Pre-installation recorded video camera survey: Add the underlined text.
This video survey shall include verification of the project address location. The video shall include notations of the cleanout or all other access points, defects, pipe material and size changes, fitting locations, and the approximate depth of the existing piping. The video shall also include notations of the length of piping at intervals not greater than 25 feet (7620 mm). A survey report based on the findings from the video survey is to be generated including all notations called out in the video as well as a notation detailing the proposed length and location of the liner to be installed.
Section 717.4 Permitting: Add the underlined text.
Prior to permit issuance, the code official shall review and evaluate the pre-installation recorded video camera survey, survey report, and additional submittals including proposal product submittals, product samples, and liner thickness to determine if the piping system is able to be relined in accordance with the proposed lining system manufacturer’s installation requirements and applicable referenced NASSCO and ASTM standards.
Section 717.4 Permitting: Add the underlined text.
The installer shall record the data as required by the relining material manufacturer and applicable standards. The recorded data shall include but is not limited to the location of the project, relining material type, amount of product installed and the conditions of the installation. A copy of the data report and curing sheets shall be provided to the code official prior to final approval.
Section 717.8 Post installation recorded video camera survey: Add the underlined text.
The completed relined piping system shall be inspected internally by a recorded video camera survey after the system has been flushed and flow-tested with water. The video survey and survey report generated form the video shall be submitted to the code official prior to finalization of the permit. The video survey shall be reviewed and evaluated to provide verification that no defects exist. Any defects identified shall be repaired and replaced in accordance with this code.
There are no existing amendments to the IPC.
Staff recommends BRB recommend City Council adopt the 2024 IPC with the proposed amendments to Sections 403, 717.3, 717.3.1, 717.4 and 717.8.
Next Steps
After this meeting, there are four codes that will still require BRB review and recommendation before staff presents the newest building codes and the associated amendments to the City Council for adoption in 2026.
They include the 2024 International Fire Code (IFC), 2024 International Building Code (IBC), 2024 International Residential Code (IRC) and 2024 International Existing Building Code (IECC).
• IFC and IEBC: Staff will present a recommendation at the November 2025 meeting after the board and stakeholders have had an opportunity to comment on the Fire Department’s recommended amendments.
• IBC and IRC: Staff will present a recommendation at the December 2025 meeting following additional consideration of the visitability code by the IRC committee.
• 2023 Illinois Stretch Code: Staff will present a recommendation at the February 2026 meeting following additional consideration of the Illinois Stretch Code.
