BACKGROUND:

The Trillium Lift Station was installed in 1998 and included a wet well, valve well, two three-horsepower submersible sanitary pumps, one backup generator, and one motor control center. The lift station increased the peak design flow rate and allows additional capacity for current unincorporated areas that may be annexed. Due to aging equipment, the lift station is due for rehabilitation to ensure safe and reliable wastewater conveyance. 

 

To support the City’s priority of providing infrastructure, electric service, and water/wastewater services that are reliable and safe, in October 2024, Water Utilities issued Bid 24-147 for the Trillium Lift Station Rehabilitation project.

 

The scope of work includes replacing the existing sewerage pumps, guide rails, a standby generator and an automatic transfer switch, associated cables, conduits, and control and monitoring systems. The project includes the installation of a new mixer, three new variable frequency drives (VFDs), a new motor control center, necessary earthwork and concrete pad and the installation of a new pigging station and coating of the existing wet well, valve vault, and upstream sanitary manhole.

Performance Construction & Engineering LLC has extensive experience in lift station rehabilitation and has successfully completed similar projects for the City. Staff recommends awarding the project to Performance Construction & Engineering LLC.

 

The completion date of this project is August 4, 2025.   

 

FISCAL IMPACT:

CIP #: WW059 - Trillium Lift Station Rehabilitation

 

Upgrades and improvements to the Trillium Lift Station are expensed to the account number listed below. This infrastructure improvement is part of the Water Capital Improvement Program and is budgeted at $535,600 for 2025. The requested award, including the contingency, exceeds the budget for this project by $533,798 as the preliminary budget estimate was based on a similar rehabilitation completed in 2022. The final engineer’s estimate more accurately reflects current market conditions and an expanded project scope.

 

The shortfall will be offset by savings from the West Waterworks Pressure Adjusting Project (CIP: WU056); which came in $942,000 under budget. Staff will monitor expenditures to ensure the Water Utilities Fund remains within budget.
