BACKGROUND:

In April 2024, the City Council awarded Contract 24-061 to Advanced Automation and Controls, Inc. (AAC) for a 20-month term from May 1, 2024, to December 31,2025, with five one-year options to extend. The purpose of this contract is for the Water Utilities to have a vendor available to provide maintenance and troubleshooting services on the Supervisory Control and Data Acquisition (SCADA) system, control systems and variable frequency drives. These systems monitor and operate the City’s water supply, storm water pumping, and wastewater facilities.

 

DISCUSSION:

During the original awarded term, AAC provided excellent service, performing all SCADA/programmable logic controller (PLC) work for the water, wastewater, and stormwater pumping sites. ACC conducted scheduled work and provided updated documents promptly. Additionally, AAC responded to several emergency/after-hours calls promptly. Based upon the vendor’s performance, staff recommends extending the contract for the first option year. The vendor agreed to maintain the same rates and terms provided under the current contract.

The term of the first option year is January 1, 2026, through December 31, 2026, with four one-year options remaining on the agreement.

SCADA maintenance and capital upgrades are expensed to the accounts listed below. The 2026 Budget includes $150,000 in Equipment Maintenance for departmental SCADA repairs and $160,000 in the Infrastructure account below for the respective CIP. The requested award amount of $194,180.00 is in line with the approved 2026 Budget.
