BACKGROUND:

On May 2, 2023, the City Council awarded Contract 22-114-4, Engineering Services for the Central Elevated Water Tank Relocation, to Baxter & Woodman, Inc., with an anticipated completion date of December 31, 2025. The scope of services includes design engineering, permitting, bid-phase services, and construction assistance for the demolition of the existing Central Elevated Water Tank. The contract also includes the design and construction assistance for a new elevated water tank, as well as associated utility and civil improvements. The initial contract amount was $192,670.

 

On September 2, 2025, the City Council approved Change Order No. 1 with Baxter & Woodman, Inc., which provided an additional fee of $99,472 for services including fiber optic relocation design, additional tank insulation analysis, expanded parking lot design, and construction management. The revised contract amount was 292,142.00. The City Council also approved a one-year contract extension through December 31, 2026, to allow Baxter & Woodman, Inc. to complete these additional services.

 

To date, Baxter & Woodman, Inc. has completed the design for the Central Elevated Water Tank relocation and the demolition of the existing Central Elevated Water Tank. The consultant is currently providing construction management services for the installation of the new Central Elevated Water Tank.

 

DISCUSSION:

Since then, staff has identified the following additional work that needs to be incorporated into the project:

 

1.                     Phase I Environmental Site Assessment (ESA);

2.                     Asbestos assessment and report; and

3.                     Lead testing.

 

These assessments and reports are required by applicable laws and codes to ensure the existing Central Elevated Water Tank can be safely demolished. Baxter & Woodman, Inc. has submitted a proposal in the amount of $8,505.00 to complete these additional services. Staff has reviewed the proposed scope of work and fee and believes both are reasonable. The total contract amount will be 300,647.00.

 

In addition, due to delays in the erection of the new Central Elevated Water Tank, demolition of the existing tank has been postponed until 2027. To provide sufficient time for Baxter & Woodman, Inc. to provide engineering services during construction and complete the as-built plans following construction, staff recommends extending the current contract by two years, through December 31, 2028.

FISCAL IMPACT:

CIP #: WU043 - Central Elevated Water Tank Rehabilitation

The requested award will be charged to the Infrastructure account listed below. A total of $80,000 was budgeted in 2026 for Central Elevated Water Tank Rehabilitation Construction Engineering Services. The requested Change Order exceeds the current year’s Construction Engineering Services budget; however, it is anticipated that this overage can be accommodated in the 2026 Budget. Staff will continue to monitor expenditures to ensure they remain within the approved overall budget. Future years will be budgeted accordingly.
