BACKGROUND:
The Landscaping Restoration Program restores landscaping at private residential properties, commercial properties and public rights-of-way damaged because of work associated with Electric and Water Utilities and the Department of Public Works (DPW) maintenance and capital improvement projects. Work is ongoing during construction season and includes turf restoration, hardscape restoration, landscape planting, sprinkler repair and other landscape-related repairs.
On March 1, 2022, the City Council awarded Contract 22-036, Landscape Restoration Services, to Semper Fi Landscaping Inc. and Local Lawn Care and Landscaping for a one-year term through December 31, 2022, with three, one-year options to extend.
The purpose of this contract is to provide restoration work that varies in size from three-square-foot turf repairs to several hundred square yards of turf repair on parkways or residential rear yards. The work involves mobilizing to various sites throughout the City and completely restoring the landscaping. The contractor is responsible for providing all labor, material, equipment and supervision necessary to perform the work at designated locations as directed by the City.
The City Council awarded Option Year One on March 21, 2023. The term of the option year is from January 1, 2023, to December 31, 2023, with two additional one-year options to extend.
The City Council awarded Change Order #1 on October 4, 2022, Change Order #1 to Option Year One on August 15, 2023, and Change Order #2 to Option Year One on October 17, 2023. These were for additional funding due to large-scale utility project restorations.
DISCUSSION:
Semper Fi Landscaping and Local Lawn Care and Landscaping performed well during the first option year of the contract. The vendors completed approximately 800 restoration projects in 2023. Due to several operating and capital projects for the Electric and Water Utilities, many of the sites required more extensive restoration.
Based on the vendor’s performance, DPW recommends extending the contract for the first option year. Both vendors have agreed to maintain the rates and terms provided for under the original contract award.
The term of the second option year is January 1, 2024, to December 31, 2024, with one additional one-year option to extend.

The Landscaping Restoration Program is expensed to the Operational Services, Infrastructure, and Building and Grounds Maintenance accounts listed below. A total of $100,000 is budgeted for various landscaping needs in 2024 in the General Fund. In addition, the Electric and Water Utilities have funding available through various capital projects for landscape restoration. The requested award is within the budgeted amount for this expense.
