BACKGROUND:
Sponsored by Indian Community Outreach, the Annual India Day Parade and Celebration will be held on Sunday, August 11, 2024 at Rotary Hill.
DISCUSSION:
As with all events, the priority of the Special Event Team is to minimize impact on residents, businesses, churches, and traffic flow in the area. The organizers partnered with the City, the Naperville Park District, and the Downtown Naperville Alliance (DNA) to develop the parade route and celebration logistics.
The parade will kick off at 11:00 a.m. from Naperville North High School and proceed south on Mill Street. As shown on the attached Traffic Control Plan, the floats will exit the route west on Jefferson Avenue and all other entries will end on Jackson Avenue.
The celebration at Rotary Hill will begin at the conclusion of the parade at 12:00 p.m. and feature local concert entertainment, food vendors, and exhibitors. The event will conclude with a concert at 7:30 p.m. featuring a Bollywood performer.
New this year:
• The announcement stage will be located at the Park District’s North Maintenance Facility (219 S Mill St) driveway.
• Due to public safety concerns, Aurora Avenue will be closed to westbound traffic and eastbound traffic will be reduced to one lane from approximately 2 p.m. to 11 p.m. The reduction time may vary depending on pedestrian traffic and if the Naperville Police Department determines it appropriate based on public safety.
Alcoholic Beverage Tickets:
No alcoholic beverages will be served.
Accessibility Plan:
The City’s accessibility plan has been discussed with the organizers and ADA viewing areas will be available on the parade route and in front of the main stage at Rotary Hill.
Parking and Traffic:
An ordinance is required to close streets and tow vehicles parked on the parade route. The parade route and streets affected by the route will be designated No Parking/Tow Away from 10:00 a.m. until 1:00 p.m. The parade route streets will be closed at 7:00 a.m. until approximately 1:00 p.m.
The streets of the parade route and residential streets will re-open to vehicular traffic and parking restriction signs will be removed as soon as the Naperville Police Department determines it appropriate based on public safety. Staff will post informational signs one week prior to the event and traffic control information will be available on the City’s website.
Resident and Business Notification:
City staff provided the organizers with a mailing list of all residents and business directly on the route and in the immediate
vicinity of the event. As with all events, the organizer is responsible for sending notification approximately two weeks prior to the event.
FISCAL IMPACT:
Indian Community Outreach received a total of $65,080 in SECA Grant funds for the cost of City services ($36,690) and Operations ($28,390) required for the event. Any City service costs in excess of the grant award will be billed to the organizers.
