BACKGROUND:
Sponsored by the Naperville Jaycees, the Last Fling is scheduled for September 3 through September 6, 2021 and will take place on Jackson Avenue. The Labor Day Parade will be held on Monday, September 6. The entire event features live entertainment, food vendors, and a carnival.
DISCUSSION:
Event organizers have been meeting monthly with the Special Events Team which includes representatives from the Park District, Edward Hospital and the Downtown Naperville Alliance, to coordinate event logistics.
For the first time, the carnival, live entertainment, expo and food vendors will be located solely on Jackson Avenue. A rib cookoff will be on Porter Street near Naper Settlement where citizens will compete for prizes.
Road closures, detours, and temporary No Parking/Tow Zones for the entire event are shown on the attached maps. Specific traffic control details are shown in the ordinance.
Dates, Hours, Amplification, and Ancillary Event Information:
Following are the dates and hours for the 2021 Last Fling:
Friday, September 3, 5 p.m. - 11 p.m.
Saturday, September 4, 10 a.m. - 11 p.m.
Sunday, September 5, 10 a.m. - 11 p.m.
Monday, September 6, 10 a.m. - 6 p.m.
Please note that from September 3 - September 5 the carnival will close at 11 p.m. On September 6, the carnival will close at 6 p.m. As has been done for the past several years, in consideration of the residents in the area, the Naperville Jaycees will direct the carnival vendor to lower the volume of all music at 10 p.m. The City has received positive feedback from the Westside Homeowner’s Association regarding this amplification protocol.
The schedule of events on September 6 are as follows:
• Labor Day Parade will begin at 10 a.m.
• The Last Fling will open once the parade is complete
All insurance requirements will be fulfilled prior to the issuance of the Special Event permit for the Last Fling.
Resident Notification:
As with all events, the Naperville Jaycees are responsible for notifying residents no less than two weeks prior to the event.
FISCAL IMPACT:
The Naperville Jaycees have received a $157,546 SECA Grant Fund award to cover the cost of all City services. Any City services in excess of the grant fund allocation will be billed to the event organizer.
