BACKGROUND:
The subject property is approximately ten acres and is located on the south side of 111th Street where it intersects with Cedar Drive. The property is currently zoned A-1 in unincorporated Will County and improved with an OnSite Landscape Supply store, which includes a retail building and a large storage yard. The property is also currently improved with a single-family home and associated farmstead buildings.
Adjacent uses include Clifford W. Crone Middle School and its recreational fields to the east, Creekside Park to the south, single-family residential homes in the Ashwood Creek subdivision to the south and west, and single-family residential homes in the Ashwood Park subdivision and single-family attached residential homes in Ashwood Place across 111th Street to the north.
On October 7, 2025, the City Council approved the following ordinances relating to Everly Trace: (i) Ordinance 25-116 approving an annexation agreement for Everly Trace; (ii) Ordinance 25-117 annexing 25013 & 20535 West 111th Street into the City of Naperville for Everly Trace; (iii) Ordinance 25-118 rezoning 25013 & 20535 West 111th Street for Everly Trace to OCI (Office, Commercial, and Institutional District) upon annexation; (iv) Ordinance 25-119 approving a Preliminary Plat of Subdivision for Everly Trace; and (v) Ordinance 25-120 approving a conditional use for single-family attached dwellings and a variance to the corner side yard setback for Everly Trace.
DISCUSSION:
Final Plat of Subdivision
The petitioner is seeking approval of a Final Plat of Subdivision for Everly Trace to subdivide the ten-acre property into 68 lots for single-family attached dwellings and three out lots for common open space, stormwater management, and private roadways to allow for the development of 68 single-family attached dwellings in the form of five two-story townhome buildings and ten three-story rowhome buildings on the subject property. The petitioner is also dedicating 3.04 acres of right-of-way to the City of Naperville for 111th Street and for the extensions of Little Leaf Road and Cedar Drive. The proposed final plat of subdivision substantially conforms to the preliminary plat of subdivision approved by Ordinance 25-119.
Owner’s Acknowledgement and Acceptance
An Owner’s Acknowledgement & Acceptance Agreement (OAA) is included in the ordinance approving the Final Plat of Subdivision for Everly Trace. Within the OAA, specific provisions are included regarding the Owner’s required school and park donations. The OAA affirms the terms and conditions of the annexation agreement including acknowledgement that the required school and park donations will be provided by a cash donation on a per permit basis, as well as financial surety requirements.
Final Landscape Plan
The final landscape plan is consistent with the preliminary landscape plan approved for Everly Trace. The petitioner is proposing code compliant landscaping within the proposed development, including required parkway trees along 111th Street and Cedar Drive. In addition to the required plantings, the petitioner is providing a landscape buffer along the western and southern property lines consisting of evergreen, shade, and ornamental trees. Additional landscaping on the property includes wetland meadow plantings and trees in the stormwater management areas and foundation plantings around each townhome and rowhome building.
The Naperville Park District found the subject property to be sufficiently serviced by nearby Park District parks, including Creekside Park (directly adjacent to the south), Commissioners Park, and Ashwood Park and did not request park land dedication with this development.
Final Building Elevations
The final building elevations are consistent with the preliminary building elevations approved for Everly Trace. The petitioner is proposing two different single-family attached building styles in the Everly Trace development. The Charleston Series is proposed along the west and south side of Cedar Drive and includes two-story townhomes with front-loaded two-car garages. The Town Square series is proposed along the west side of Cedar Drive and includes three-story rowhomes with rear-loaded two-car garages. The townhomes and rowhomes comply with the City’s masonry requirement of 50% of the exterior wall construction (per Section 5-2C-3 of the Naperville Municipal Code).
Conclusions and Key Takeways
The petitioner’s proposed final plat of subdivision, final landscape plan, and final building elevations are in substantial conformance with the preliminary entitlements approved by Ordinance 25-119 and associated ordinances; therefore, staff is supportive of the requests.
