BACKGROUND:

The Electric Utility (Utility) migrated to the geometric network-based ArcGIS/ArcFM 8.x geodatabase system in 2002 from various paper-based maps.  Today, all Utility facility data is kept within this system, and it supports many department functions including outage restoration, utility locating, as well as engineering functions such as arc flash analysis and renewable resource modeling.

 

This existing software will reach end-of-life in 2028; therefore, the Utility needs to have data and integrations migrated to the new network model and software by the end of 2027.

 

In June 2024, the Naperville Electric Utility issued RFP 24-111, Utility Network Consultant, to solicit qualified consultants to devise a detailed master plan explaining how the current geometric network model can be migrated to the new utility network model, without loss of data.

 

The migration plan will include modeling changes and any required types of data updates/fixes, as well as a plan for updates to customizations and key business system integrations.  Additionally, the consultant will be responsible for assisting the Utility in developing a projected budget amount for execution of the future migration project.

A selection team comprised of staff from the Electric Utility and IT Department evaluated the proposals, which were scored based on the criteria set forth in the RFP:

 

1.                     Capability, Capacity and Qualifications of the Proposer (40%)

2.                     Suitability and Quality of the Approach/Methodology (40%)

3.                     Milestones and Deliverables (20%)

 

After reviewing and scoring the proposals, the selection committee invited the top two vendors, RAMTeCH Software Solutions, LLC and SSP Innovations, LLC, to attend interviews. Following the completion of the interviews, the selection committee rescored the vendors. The vendor with the highest qualification score, RAMTeCH Software Solutions, LLC, is recommended for award.  The table below provides a summary of the final qualification scores:

FISCAL IMPACT:

Utility network consultant services are expensed to the Infrastructure account listed below. Hiring a network consultant to determine how the Utility’s current geometric network model can be migrated to the new utility network model without loss of data is being done as a part of EU080, the Utility Infrastructure Hardware and Metering project. In 2024, the Electric Utility included $655,000 in the budget for work related to EU080. The requested award is within the amount budgeted for this project.
