BACKGROUND:

On January 27, 2017, the City Manager awarded Contract 17-035 to Tremco Weatherproofing Technology Inc. (Tremco) to conduct roof inspections at 57 municipal facilities for the Department of Public Works - Public Building Operation (DPW-PBO).  Tremco completed an assessment and provided DPW with a report that allowed staff to develop an aggressive maintenance plan to extend the life of the roofs that were deemed in acceptable condition and replace those nearing critical condition.

 

The assessment confirmed that the 23 roof sections at the Police Department (totaling 51,200 sq. ft.) require restoration. The roof was originally constructed in 1980 with a life expectancy of 30 years.  As part of MB176, Municipal Facilities Roof Replacement, DPW-PBO scheduled the restoration over three phases between 2020 and 2022.

 

In 2020, Phase One of this project was completed which included the restoration of ten roof sections on the eastern-most third of the building.   Phase Two was completed in 2021 and included the restoration of eight roof sections on the western-most third of the building as well as the removal and replacement of wet insulation.

 

DISCUSSION:

The third and final phase of the Police Department roof project will restore the remaining five sections of roof located in the center of the building. This project also includes the removal and replacement of 1,500 sq. ft. of wet insulation found during the infrared scan.

 

Staff has identified an approved cooperative contract, OMNIA Partners Government Cooperative, Contract #R180903 through Tremco/WGI, for the procurement of the roof replacement services.

 

The completion date for Phase Three of the Police Department roof restoration project is July 31, 2022.

Police Department Roof Restoration is expensed to the Building Improvements account below. The work is related to MB176, Municipal Facilities Roof Replacement, for which $775,000 has been budget in 2022.  The requested award of $215,645.36 plus a 5% contingency is within the budgeted amount for this expense
