BACKGROUND:

There are currently 46 emergency generators that provide backup power for critical City facilities and infrastructure, including electric transfer switchgear, support power systems, E-911 and non-emergency dispatch operations, critical computer systems, water, wastewater, and stormwater pumping facilities. These generators are essential to maintaining continuity of operations during utility power outages and emergency events.

 

To ensure reliable performance, the generators and associated electrical components require routine maintenance, periodic testing, and planned replacement as they reach the end of their useful service lives. Capital Improvement Project (CIP) MB223, Generator, Transfer Switch, UPS Replacement, provides for the cyclical replacement of aging equipment to maintain dependable emergency power capabilities and reduces the risk of operational disruptions. In 2026, the Fire Station 7 generator was identified as having reached the end of its useful life and requiring replacement. 

 

DISCUSSION:

On June 11, 2026, the Department of Public Works issued Bid 26-154, Fire Station 7 Generator Replacement, seeking qualified vendors to replace the existing 300 kW diesel-fueled emergency generator at Fire Station 7 with a new 150 kW diesel-fueled emergency generator.

Staff recommends awarding the contract to Powerlink Electric, LLC as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).   

 

The completion date of this project is December 31, 2026.

 

FISCAL IMPACT:

CIP #: MB223

 

Generator replacements are expensed to the Building Improvements account listed below as part of the capital improvement program. This work is related to MB223, Generator, Transfer Switch, and UPS Replacement, for which a total of $150,000 is budgeted in 2026. Although the award does exceed the amount budgeted for this project in 2026 it is anticipated this can be accommodated within the 2026 budget. Staff will continue to monitor capital bids and expenditures and make adjustments as needed to support this award within the budget.
