BACKGROUND:

The Consolidated Annual Performance Evaluation Report (CAPER) reports on actions taken and CDBG funds spent during Program Year (PY) 2022 (April 1, 2022 - March 31, 2023).

 

DISCUSSION:

During PY 2022, the City of Naperville spent a total of $1,061,122.31 on CDBG projects.

 

Approximately $254,397, or 24%, of the total spend consisted of CARES Act (CDBG-CV) funds used to address the impact of the COVID-19 pandemic on low- and moderate-income residents, people who are homeless, and small businesses. The CDBG-CV funds were part of a total allocation of $1,024,728 in COVID-19 relief funding originally received in PY 2020.

 

In addition to the CDBG-CV funds, regular CDBG entitlement funds from PY 2019, PY 2020, PY 2021 and PY 2022 were spent to complete projects approved in each of those years. The breakdown of total CDBG funding expended during the program year is below:

PY 2022 Project Expenditures - CDBG-CV Funds:

 

CV1901-3 - Food and Emergency Financial Assistance: $20,413

Awarded to Loaves & Fishes Community Services to provide food and utility/rent/mortgage assistance to low- and moderate-income residents impacted by COVID-19.

 

CV1901-4 - CILA Staff Mental Health and Wellbeing Program: $34,689

Awarded to Little Friends to hire and support additional staff for supplemental programming for disabled residents of group homes experiencing mental health symptoms and employment disruption due to COVID-19.

 

CV1901-5 - Career and Employment Solutions: $84,577

Awarded to DuPage PADS to assist residents experiencing unemployment and underemployment due to COVID-related job loss.

 

CV1901-6 - Mental Health Access Program: $41,511

Awarded to SamaraCare to provide fee reductions to low- and moderate-income counseling clients experiencing new and increased mental health symptoms related to COVID-19.

 

CV1901-7 - Youth Emergency Shelter: $68,207

Awarded to 360 Youth Services to provide housing and supportive services to young people ages 18-24 experiencing homelessness due to COVID-19.

 

Small Business Assistance Grant: $5,000 each

Final expenditure of $100,000 that assisted small businesses experiencing COVID-related economic disruption to replace lost income and prevent layoffs.

 

Non-PY2022 Project Expenditures - CDBG Entitlement Funds:

Many PY 2020 and PY 2021 entitlement-funded projects were delayed due to the COVID-19 pandemic. The following projects progressed and/or concluded in PY 2022:

 

CD1912 - Program Administration: $10,462

To correct a prior year administration expense for the City of Naperville CDBG program

 

CD2001 - Transitional Housing Window and Door Replacement: $77,345

Awarded to Bridge Communities for window and door replacement at their Crabapple Court transitional housing buildings.

 

CD2002 - Roof Replacement: $14,625

Awarded to Kids Above All to replace the roof at a group residence for teens who are homeless.

 

CD2007 - Landscape Renovation: $75,165

Awarded to Naperville Elderly Homes to restore an existing patio and planted areas which were disrupted to accommodate the construction of the new building wing at Martin Avenue Apartments.

 

CD2009 - Kitchen and Bathroom Renovation: $61,778

Awarded to Ray Graham Association to renovate a kitchen and bathroom, including ADA-accessibility, at a CILA group residence for disabled adults.

 

CD2101 - Transitional Housing Rehabilitation: $110,000

Awarded to Bridge Communities for HVAC replacement, renovation of multiple kitchens, and replacement of windows and doors at their Bailey Road transitional housing building.

 

CD2102 - Olympus Place Supportive Housing: $1,351

Awarded to DuPage PADS to provide supportive services to formerly homeless individuals to maintain their housing.

 

CD2104 - CILA Rehabilitation: $57,000

Awarded to Little Friends to repair the drain tile system and renovate bathrooms and a kitchen, including ADA-accessibility, at a CILA group residence for disabled adults.

 

CD2105 - Emergency Financial Assistance: $23,432

Awarded to Loaves & Fishes Community Services Emergency Assistance program to prevent homelessness by providing rent, mortgage and utility assistance to at-risk households.

 

CD2107 - Bathroom Rehabilitation: $44,800

Awarded to United Cerebral Palsy - Seguin to renovate a bathroom, including ADA-accessibility, at a CILA group residence for disabled adults.

 

CD2109 - Program Administration: $30,000

For program administration expenses for the City of Naperville CDBG program.

 

PY 2022 Project Expenditures - CDBG Entitlement Funds:

Although the program year began April 1, 2022, the City did not receive its PY 2022 funding agreement until September 2022. Therefore, all PY 2022 funds spent during the program year were expended between September 2022 and the end of the program year on March 31, 2023. The following projects progressed and/or concluded in the PY 2022 year:

 

CD2203 - Hotel Acquisition Interim Housing: $188,000

Awarded to DuPage PADS to acquire a 130-unit hotel to repurpose as a year-round Interim Housing Center for individuals and families who are homeless.

 

CD2204 - Emergency Financial Assistance: $36,487

Awarded to Loaves & Fishes Community Services Emergency Assistance program to prevent homelessness by providing rent, mortgage and utility assistance to at-risk households.

 

CD2206 - Two Bedroom Apartment Acquisition: $30,456

Awarded to Illinois Independent Living Centers to acquire a two-bedroom condominium unit at Katharine Manor Apartments to preserve as a permanently affordable rental unit for adults with physical disabilities.

 

CD2211 - Program Administration: $45,825

For program administration expenses for the City of Naperville CDBG program.

 

FISCAL IMPACT:

Total Program Year 2022 (April 1, 2022 - March 31, 2023) CDBG-CV and CDBG entitlement funds expenditure is $1,061,122.31.
