BACKGROUND:

The Department of Public Works - Public Buildings Operation (DPW-PBO) Division is responsible for the maintenance and repair of City facilities, including the concrete surfaces in the vehicle and equipment storage garages at the fire stations, Electric Service Center, Public Works Service Center and Police Department as well as the jail and the public restrooms and stairways in the City’s parking decks and train station. Due to age, use and environmental factors, many of the concrete surfaces are showing wear and deterioration.

 

CIP Project MB-211, Municipal Facilities Garage Floor Restoration Program, was established in 2017 to maintain and repair concrete surfaces to prevent deterioration and reduce major replacement costs. To date, the following projects have been completed:

                     2018: Restroom floors at the Van Buren and Water Street parking decks were sealed to improve the effectiveness of cleaning and protect from the damaging effects of salt. 

                     2019: Garage floor at the Police Department was restored

                     2021 and 2022: First two phases of a five-phase restoration plan for the Public Works Service Center garage were completed.

 

DPW-PBO has identified hallway floors in the jail at the Police Department for 2023 because the coating has deteriorated and, in some areas, has been worn off.  In its current condition, the smooth floor presents a safety issue, especially during wet weather conditions.

 

DISCUSSION:

The Police Department jail hallway floor restoration project will include the application of a tread shield epoxy floor system, which will provide a waterproof, slip resistant, and easy to clean surface. As part of the application, the contractor will grind and prepare the floor surface. In addition, the doors and frames will be sanded, primed and painted. This project will be completed in phases to minimize disruption to the operation of the jail.

 

Staff has identified an approved cooperative contract, OMNIA Partners Government Cooperative Contract #PW1925 through Garland/DBS Inc, to complete the jail hallway floor restoration. Garland has performed floor restoration projects for the City in the past and has performed well.

 

After this project is completed, DPW-PBO intends to complete the subsequent phases of the Public Works Service Center garage floor restoration between 2024 and 2026. In addition, PBO staff will continue to inventory and evaluate the concrete floors at City facilities and prioritize future work for completion through this CIP Program.

The cost to restore the Police Department jail hallway floor is expensed to the building improvements account below. This item is related to MB211, Municipal Facilities Garage Floor Restoration Program, for which $260,000 has been budgeted in 2023. The requested award amount of $239,799 plus a 5% contingency is within the budgeted amount for this expense.
