DEPARTMENT:                     Water Utilities

SUBMITTED BY:                     Darrell Blenniss, Director

BACKGROUND:

The Water Utilities retains services of outside engineering firms to complete water and wastewater Capital Improvement Program (CIP) projects. The above shortlisted firms submit proposals when requested for projects the Water Utilities deems advantageous to be completed by outside firms. The number of projects vary, so there is no set number of projects that a consultant could be awarded.

In June 2018, City Council approved the award of Contract 18-064 to Crawford Murphy & Tilly, Inc.; Walter E. Deuchler Associates, Inc.; Donohue & Associates, Inc.; Lockwood Andrews & Newnam, Inc.; and Strand Associates, Inc. for a three-year term from July 30, 2018 through July 29, 2021. The contract includes four one-year options to extend.

DISCUSSION:

During the original three-year contract term, the shortlisted engineers provided engineering services for South Waterworks improvements, wells 28 and 31 improvements, the Springbrook Water Reclamation Center facilities plan, ultimate wastewater flow and loading evaluation and South Central Interceptor bank stabilization.

Staff recommends approving the first one-year extension to each firm.

Crawford Murphy & Tily, Inc.; Walter E. Deuchler Associates, Inc.; Donohue & Associates, Inc.; Lockwood Andrews & Newnam, Inc.; and Strand Associates, Inc. each agreed to maintain rates and terms provided under the current agreement. The award amount will be based on the future CIP project the consultant is selected. Selection will occur at later dates, as consultants are selected for future projects.

The term of the first option year of the agreement is July 30, 2021 through July 29, 2022.
