BACKGROUND:
In 2016, the City introduced capital improvement programs (CIP) MB136, Municipal Center Front Plaza and Parking Deck Maintenance, and MB160 Downtown Parking Deck Maintenance. Both contain multi-year capital projects to ensure the Municipal Center and Central Business District (CBD) decks are maintained as sustainable assets that serve the community.
The Central Parking, Municipal Center, Van Buren and Water Street decks were built in 1987, 1989, 2001, and 2015 respectively. Per an assessment completed in 2022, these decks require repair, renovations and on-going maintenance. In October 2024, The Department of Public Works issued RFP 24-264, Parking Deck Consultant Services, to partner with a consultant engineering firm with expertise in parking decks to provide design, bidding assistance and construction management services for City parking deck projects of various size and scope.

A selection team comprised of staff from the Department of Public Works and Transportation, Engineering and Development Business Group evaluated the proposals, which were scored based upon the criteria set forth in the RFP:
1. Capability, Capacity and Qualifications of the Firm (40%)
2. Suitability and Quality of the Approach (45%)
3. Milestones and Deliverables (15%)
The vendor with the highest qualification score, Walker Consultants, is recommended for award. The table below provides a summary of the final qualification scores:

The term of this contract is three years from the award of the Consultant Services Agreement to December 31, 2028, with two, one-year options to extend.
FISCAL IMPACT:
CIP#: MB136 & MB160
Parking deck consultant services are expensed to the Building Improvement and Architect and Engineering Services accounts listed below. The 2025 budget includes $500,000 for expenses related to MB136, Municipal Center Front Plaza and Parking Deck Maintenance Program, and $350,000 for expenses related to MB160, Downtown Parking Deck Maintenance Program. The award amount is within budget for this expense in 2025.
