BACKGROUND:
The Downtown Washington Street Bridge crosses the West Branch of the DuPage River. The original structure, constructed in 1928, will be completely replaced. The contract was awarded by the Illinois Department of Transportation (IDOT) and the construction of the bridge starts in March 2023.
The estimated construction cost and construction engineering services for the project was $11,583,000. Federal funding will be used to pay for $8,338,400 of the cost with the local share being $3,244,600, which includes $3,034,000 for construction and $210,600 for construction engineering.
On September 7, 2002, the City Council approved an intergovernmental agreement with IDOT for construction of this project. The City Council also adopted resolutions appropriating the required dollar amount to cover the City’s share of the cost. On November 18, 2022, IDOT opened bids for the replacement of the Downtown Washington Street Bridge project. The low bidder, Dunnet Bay, submitted a bid of $9,822,305.08.
Rebuild Illinois Funds
In 2020, IDOT began distributing grants from the Rebuild Illinois Capital Program as special disbursements in the Motor Fuel Tax Fund. These funds have been distributed to local agencies for use on capital transportation projects. The City’s total allocation from this program is $9,717,469.32. Funds from the programs must be obligated by July 1, 2025. So far $4,400,000 has been allocated to the North Aurora Road project.
DISCUSSION:
The City’s share of the construction cost was estimated to be $3,034,000; however, some of the cost are not eligible Rebuild Illinois funding. Staff recommends approving the attached resolution for $2,200,000 in Rebuild Illinois funds to cover a portion of City’s share of the construction and construction engineering costs. Additional costs will be covered by other utilities and capital project funds.

The $2,200,000 in Rebuild Illinois funds will be applied to the eligible portion of the City’s share of the construction engineering ($200,000) and construction cost ($2,000,000) for the Downtown Washington Street Bridge Improvements project (BR031). The costs noted above will be expensed to the following accounts within the Motor Fuel Tax Fund, which is where the Rebuild Illinois funds are held. All remaining costs will be expensed to the Capital Projects Fund, Electric Fund, and Water Capital Fund.
