BOARD/COMMISSION REVIEW:
At its September 7, 2023 meeting, the Transportation Advisory Board (TAB) approved the recommendation to modify no parking, compact car parking, and commuter parking zones on the north side of 5th Avenue at Center Street, Ellsworth Street and Brainard Street. Staff concurs.

 

BACKGROUND:

Staff received a resident request to evaluate the sight distance at the intersection of 5th Avenue and Center Street. The request cited concerns regarding sight distance when vehicles are parked on the north side of 5th Avenue.

 

To evaluate the concerns, staff used the stopping sight distance and intersection sight distance set forth by the American Association of State Highway and Transportation Officials (AASHTO).

 

Upon examination, staff determined that similar sight distance concerns could potentially be at the 5th Avenue and Ellsworth Street intersection as well as the 5th Avenue and Brainard Street intersection.

 

DISCUSSION:

Based on the recent request and crash history, staff evaluated the three intersections along 5th Avenue. Three measures are being recommended to improve intersection operations and reduce the potential for future crashes. These modifications are listed below:

1.                     Extend the no parking restriction on the north side of 5th Avenue to a point 125 feet east of the centerline of Center Street.  Two daily fee commuter parking spaces will be removed.

2.                     Extend the no parking restriction on the north side of 5th Avenue to a point 125 feet west of the centerline of Ellsworth Street. Two daily fee commuter parking spaces will be removed.

3.                     Extend the no parking restriction on the north side of 5th Avenue to a point 125 feet east of the centerline of Brainard Street. One daily fee commuter parking space will be removed.

 

A total of five on-street daily fee parking spaces on 5th Avenue will be taken away to improve sightlines at the three intersections. Within those five spaces are three compact car spaces. Modifications to the commuter parking and compact car ordinances are included in Attachment 1.

 

FISCAL IMPACT:

The City anticipates the cost of restriping to be $250.
