BACKGROUND:

The Public Buildings Operation (“PBO”) is a subgroup of the Department of Public Works. PBO consists of 11 employees who are responsible for operating and performing preventative maintenance and repair work on the City’s 56 facilities and associated mechanical systems. These buildings and related assets are valued at over $200 million. Maintenance of these assets is performed by eight of the PBO employees working as Maintenance Technicians (“MT”).  The other three PBO employees are licensed Building Engineers (“BE”) who maintain and repair the mechanical systems, such as building automation and heating and air conditioning systems.

 

All 11 employees are represented by the International Union of Operating Engineers, Local 399 (“Union”) for purposes of collective bargaining. The Collective Bargaining Agreement (“CBA”) between the City and the Union expired on December 31, 2024.  The City and Union have reached agreement on a successor CBA consistent with City Council authority granted on May 6, 2025. That agreement has been ratified by the bargaining unit employees and is attached to the resolution as Exhibit A.

 

DISCUSSION:

The attached CBA contains the following changed economic terms:

 

Term: The agreement has a five-year term retroactive to January 1, 2025 and terminates on December 31, 2029.

 

Wage Scale - Maintenance Technician Position: Introduction of a step plan wage scale for all MT employees (currently at a flat rate). The step plan is as follows:

 

Starting Rate (Step 1) - $60,320 ($29.90/hr.)

Six Month Rate (Step 2) - $62,400 ($30.00/hr.)

Three Year Rate (Step 3) - $71,760 ($34.50/hr.)

Seven Year Rate (Step 4) - $81,120 (39.00/hr.)

Wage Scale - Building Engineer Technician Position: Introduction of a step plan wage scale for all BE employees (currently at a flat rate).  The step plan is as follows:

 

Starting Rate (Step 1) - $93,600 ($45.00/hr.)

Six Month Rate (Step 2) - $95,680 ($46.00/hr.)

Three Year Rate (step 3) - $105,040 ($50.50/hr.)

 

Wage Rate Increases: Annual 3.5% wage increases for the years 2026 through 2029 for all PBO employees.

 

All other economic terms of the agreement are consistent with the terms in the expired CBA.

 

FISCAL IMPACT:

The total cost of these new pay scales over the five-year term of the CBA is $246,819, which averages out to $49,363 per year.
