BACKGROUND:
The 87th Street Bridge sits on the county boundary line between DuPage County and Will County. The bridge is located on 87th Street between Plainfield-Naperville Road and Modaff Road and crosses over Springbrook Creek. The original structure was constructed in 1961. A feasibility study was completed in 2018 that recommended that the existing bridge be replaced. Preliminary engineering began in 2020, and the Illinois Department of Transportation (IDOT) issued design approval in 2023. Design engineering will be complete in 2026.
Because federal funding will be used for the 87th Street Bridge reconstruction project, a Quality-Based Selection (QBS) process is required for the consultant selection.
DISCUSSION:
On March 2026, the Transportation, Engineering and Development Business Group (TED) issued RFQ 26-075, Phase III - 87th Street Bridge Over Springbrook Creek to solicit responses from experienced and qualified vendors to perform construction engineering services. The selected vendor will provide the resident engineer, inspectors, and other technical personnel necessary to observe, monitor, and document the contractor’s progress on the project from the start of field operations to final completion.

A selection committee comprised of staff from TED evaluated the responses, which were scored based upon the criteria set forth in the RFQ:

4. Completeness of the Proposal - (5%)
After review and scoring of the responses, the vendor with the highest qualification score, Civiltech Engineering, Inc., is recommended for award. The table below provides a summary of the final qualification scores:

The term of the contract is two years from execution of the Consultant Services Agreement, with two one-year options to extend.
FISCAL IMPACT:
CIP#: BR019 - 87th Street Bridge over Springbrook Creek
Phase III engineering services for the 87th Street Bridge over Springbrook Creek are expensed to the Architect and Engineer Services account listed below. These services are required to complete BR019, the 87th Street Bridge over Springbrook Creek reconstruction. TED included $145,000 in the 2026 budget for expenses related to BR019, which is sufficient to accommodate the anticipated 2026 expenses associated with this award. Staff will ensure sufficient funds are included in future budgets to support out years associated with this award.
