BACKGROUND:
The City Council awarded Contract 22-212 to CDM Smith, Inc. on September 6, 2022, with a completion date of May 31, 2025. The purpose of this contract is to provide design engineering and construction management services for the Springbrook Water Reclamation Center Influent Pump Station and South Plant Force Main Improvement Project.
The construction contract was awarded to Williams Brothers, Inc. on November 7, 2023, with an anticipated completion date of May 31, 2025. Construction delays have subsequently shifted this date to May 2026.
DISCUSSION:
Change Order #1 is requested to compensate for supplemental construction management services and to extend the completion date from May 31, 2025 to December 31, 2026.
The need for additional costs and time for engineering services is related to delays on Williams Brothers’ construction contract. Construction delays have resulted in the completion date shifting from May 31, 2025, to May 2026. This Change Order encompasses the necessary effort to extend construction management services and also to close out the project upon completion.
Staff recommends approval of this Change Order to ensure management services are provided for the remainder of construction.
FISCAL IMPACT:
CIP #: WW046 - SWRC Influent Pump Station and South Plant Force Main Improvement Project
The Influent Pump Station and South Plant Force Main Improvement Project is expensed to the Infrastructure account listed below as part of the capital improvement program. The 2025 Budget included $3,100,000 for final construction and engineering costs related to this project. However, that amount was not fully spent due to project delays. Approximately $840,000 remains unspent on the project. Although this amount was not included in the 2026 Budget, staff are confident this can be accommodated in the Water Utility’s CIP as other projects are expected to experience similar delays.
