TRANSPORTATION ADVISORY BOARD AGENDA ITEM
ACTION REQUESTED:
title
Approve a recommendation to establish right-of-way controls for the Everly Trace subdivision (Item 1 of 2)
body
DEPARTMENT: Transportation, Engineering and Development
SUBMITTED BY: Christina Galanis, Civil Engineer
BACKGROUND:
When subdivisions approach build-out and the streets have been turned over to the City for maintenance, staff evaluates the area to establish basic right of way controls.
Everly Trace is a newer subdivision bordered by the Ashwood Creek Subdivision Unit 2 to the south, Ashwood Creek Subdivision Unit 3 to the west, Clifford Crone Middle School to the east, and 111th St to the north. The streets in Everly Trace are currently operating under temporary stop controls that were put in place to accommodate construction traffic during development.
DISCUSSION:
The City applied various established federal, state, or local procedures in consideration of implementing stop control primarily depending on the street classification and type of stop control (all-way vs one/two-way). For a new subdivision, basic one-way and two-way stop controls are applied based on their function and connectivity as defined in the Municipal Cod. Everly Trace streets will be formally adopted into the next update of the Master Thoroughfare Plan along with other newer roadways.
Cedar Dr south of 111th St is classified as a Neighborhood Connector in the City’s Master Thoroughfare Plan. Littleleaf Rd is classified as a local road. The following streets in Everly Trace will be classified as listed:
Neighborhood Connector:
• Cedar Dr (Christa Dr to 111th St)
Local Street:
• Littleleaf Rd (Christa Dr to Cedar Dr)
A sign plan was reviewed by the City before building began. This plan included a one-way stop at Littleleaf Rd and Cedar Dr (T-intersection) and installing a stop sign at Cedar Dr and 111th St, which creates a two-way stop at Cedar Dr and 111th St (four leg intersection).
For “T-intersections”, the City does not place stop signs on the street that is terminating unless there are sign distance, volume, and crash history concerns at the intersection or the through street is an arterial as designated in the City’s Master Thoroughfare Plan. Per the Illinois Rules of the Road, a driver on the terminating road must stop and yield the right of way to vehicles, bicycles, or pedestrians on the through street when no traffic control signs or signals are present.
The City reviewed Littleleaf Rd and Cedar Dr and determined that one-way stop control should be established to clarify the assignment of the right of way due to the unique configuration at this location. Littleleaf Rd will stop for Cedar Dr.
The City reviewed Cedar Dr and 111th St and determined that two-way stop control should be established because 111th St is an arterial. Cedar Dr will stop for 111th St.
