BACKGROUND:
The Water Utilities issued Bid 21-241, seeking a contractor to supplement and/or assist City crews during emergencies, when work exceeds the capacity of the City crews, or
when work requires specialized equipment or expertise beyond the capabilities of the City crews. The work performed under this bid included installation, replacement, repair, and relocation of water and sewer main segments, sanitary sewer manholes, valves, vaults, and service laterals. Work assigned to a contractor will be on an as-needed basis.
The Water Utilities awarded the bid to three construction firms. If the primary contractor (the lowest responsive bidder) does not have crews available for work, the Water Utilities staff will contact the secondary and tertiary contractor to provide the services.
During the initial term, Baish Excavating, Inc. provided outstanding services and responded to all requests in a timely manner. Thus, no additional work was assigned to IHC Construction or Unique Plumbing.
DISCUSSION:
Based on vendor performance, staff recommends extending the contract for the first of five option years. Baish Excavating and IHC Construction have agreed to a zero percent price increase for the first option year. Unique Plumbing has not responded to several requests from staff. Therefore, the staff is recommending award to two of the original three contractors for the initial option year.
The term of the first option year is January 1, 2023, through December 31, 2023, with four one-year options to extend through December 31, 2027.
FISCAL IMPACT:
CIP: N/A
Excavation and underground utility repair services are expensed to the account number listed below. A combined total of $278,000 is budgeted in the Water Utility Fund for these various services. In the event the excavation services are completed as part of a capital improvement project, the amount will be expended to the project on an as-needed basis.
