BACKGROUND:
This project supports the development of the City-owned South 40 parcel, located at the southeast corner of Illinois Route 59 and 103rd Street. The development advances the City's initiative to provide affordable housing opportunities for seniors and adults with intellectual and developmental disabilities (IDD).
On March 1, 2023, the City issued Work Order 17-122I to design the public infrastructure improvements at the Illinois Route 59 and English Rows Avenue intersection. These improvements are necessary to provide access to the property.
DISCUSSION:
On June 11, 2026, the Transportation, Engineering and Development department issued Bid 26-132, South 40 traffic Improvements, seeking qualified vendors to construct a new entrance on the east leg of the Illinois Route 59 and English Rows Avenue intersection. This includes a temporary roadway extending east from the intersection to the affordable senior and IDD housing project, and the addition of a southbound left-turn lane and northbound deceleration/right-turn lane on Illinois Route 59.

Due to delays associated with the multiple developments occurring on the South 40 parcel, this project was postponed for more than a year to better align with the overall development schedule. As a result, the engineer's cost estimate is more than a year old and did not reflect recent increases in construction costs. In addition, the estimated unit cost for a concrete pay item was significantly lower than the unit costs submitted in the bids received. The bids were consistent of all contractors for this item, and staff believe the original estimated unit cost was understated.
Staff recommend awarding the contract to Schroeder Asphalt Services, Inc. as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).
The completion date of this project is December 18, 2026.
FISCAL IMPACT:
CIP #: SC262
Construction work related to the South 40 Traffic Improvements is expensed to the Infrastructure account listed below. A total of $800,000 was budgeted in 2026 for construction expenses related to SC262, the South 40 Traffic Improvements. Although the award amount does exceed the amount budgeted for this expense it is anticipated that this award can be accommodated within the 2026 budget as a result of other capital projects coming in under estimates. Staff will continue to monitor capital bids and expenses and make adjustments as needed to support this award within the budget.
